This report presents an overview of the confusing situation in Austria regarding legislation and administration in the validation of qualifications. It discusses the Anerkennungsgesetz and the obligatory education up to 18, which deal with the validation of non-formal and informally acquired competencies. Validation ofQualification • Input-Orientation • Since 2012 informationcentrestofostervalidation in everyprovence. • Thereare different typesofvalidationofqualifciation, especiallycomplexisthesituationofvalidationof professional skills due tothe Austrian dual systemofvocationaleducationandtheenourmosamountofregulatedprofessionsand a lotof different organisationsandinstutionsinvolved in thevalidationprocess.
Good Practice – Universities MORE • Project MORE – an initiative oftheuniversitiestosupportasylumseekerstofacilitatetheaccesstouniversities. • languagecourses – mixing Erasmus studentswithrefugees • Possibilitytoattendcoursesas a gueststudent • Offeringinformationandcounselling in „Welcome Centres“ • Implementation of a buddy-system bythestudentrepresentation in cooperationwiththeuniversities • Invitation ofrefugeestosocialeventsandsports. • Facilitationofvalidation such astheextensionofadmissionperiodsandtomaketheproofof an entitlementtostudyeasier.

Qualifikationspass • An online datasystemtovalidatequalificationsandworkingexperience. All institutions, counsellingandinformationcentres in Vienna working in adult education, professional trainingsandintegration in thelabourmarketshallusethisdatatobuildupthecareerplanningoftheirclients on thisinformation. • The informationwhichisuploadedby a centralcentreisreviewedbythecentreso everyonecanrely on theinformation. • The Qualifikationspass will bethebasisoftheindividualizedcareerplanningoftheclients.
Kompetenz mit System • Itis a modulesystemofqualification. The ideaistousephasesofunemployment for trainingswhichyoucanputtogethertogethigherqualifications – mainlytheapprenticeshipcertificatewhichisveryimportantanditis not so easy to pass theexames. • 2013 it was possibletogetthecertificates for 8 professions – 1000 peoplemadeuseofthispossibility.
Validation • The vocationalschools for someprofessions in Vienna offerassessments. After theassessmenttheclientsgetcertificatestoprooftheirskillsandtoinformthemwhatcompetencestheyhavetoacquiretoreachtheapprenticeshipcertificate. Thereareorganisationsofferingtrainings for thispurpose. • The Viennese Labour Market Service also pays for assessments in enterprises an vocationalschoolstovalidatecompetencesasonestep on thepathwayto a higher professional qualification.
Educational Training in Fohnsdorf (sfz) • Sfz offershighlyindivdualizedtrainings in fiveareas • Sfz takesintoaccount all thecompetences – also theinformallyand non-formal acquiredin theeducationplans • Sfz combinestrainingandmentoringas a support in theprocessofindividualizedlearningand also in theprocessofjobsearch • 5 areas: metaltechnology, electricalengineering, woodconstructiontechnology, officeand IT andtourism
Sfz - Process • Clearing: Professional goals, motivation, personal situation (77% will start) • Individualizedtraining (1 weekto 1,5 years) will bedevelopedandcontracted - apprenticeshipcertificate, qualificationas a skilledworker… • Personal coachaccompaniestheprocessoftraining
Jugendcollege Vienna • Programm forabout1000 youngasylum-seekerstoofferthemindividualizedtrainingbeforereachingofficialasylumstatus. • Language, IT and English courses, careerplanningandtrainings on thejob.
Problems - Recommendations • The lack of an overallstrategy. Therearemany different institutions, governmentsandotherstakeholdersinvolved – therefore a flexible andcommonreactiontonewdevelopmentsisquitedifficult. • Individualizedcareerplanningandtrainingsaremoreandmoreimportant. • Mentoring and Coaching aremoreandmoreimportantas a support for people in thelifelonglearningprocesstheyhaveto deal with.
Problems – Recommendations • The durationoftheprocessofintegration – especiallyofasylum-seekersismuchtoolong. This is a periodoffrustrationanddequalification. But also othergroupsofeducationallydisadvantagedpeopleareoften not reachedwiththemeasurementofqualificationandintegration. • Information andRaisingofAwareness • Improvement in theuseof modern media
Problems - Recommendations • Tobemore flexible in thevalidationof non-formal andinfomallyacquiredcompetences. • The supportofvolunteersas a support in mentoringandcoachingofeducationallydisadvantagedpeople will beveryimportant in thefuture. Structuresoforganizingthissupportarefailing.
