NAP BiH • The Project of NAP elaboration started in January 2001 • Phases of NAP elaboration: • Elaboration of National Diagnostic Analysis (NDA) 2002 - 2003; • Evaluation of Baseline Budget (BB) 2003; • Elaboration of National Action Plan (NAP); 2004-2005 • Consultants: • NAP elaboration in B&H has been conducted through MAP office in B&H • Consultants for NAP elaboration for B&H, engaged by MAP Athens are : - Prof. Tarik Kupusović, Ph. D. civil eng. – supervision and project coordination - Mr. Radivoje Bratić, Ph. D. civil eng. (NDA, BB, Sector Plans-NAP) - Tatjana Džeba, Bh. Sc. Civil eng. (Sector Plans-NAP) - Selma Čengić, Bh. Sc. Civil eng. (NDA, BB, NAP) - Dubravka Grgurinović, Bh. Sc. chemical eng. (NDA, BB)
NAP BiH- ELABORATION METHODOLOGY - • NDA - identified conditions, problems, polluters, pollution sources; • BB– reference level of pollution defined for following reduction rate; • «Issue/Impact matrix» - based on NDA results and estimated BB – identifiedsignificancevalue for different polluters; • Plan – list of priority problems and necessary activities; • Sector plans – based on NDA, BB and environmental problems ranking – measures have been proposed for pollution reduction and reduction ratehas been estimated; • NAP – preparation based on NDA, BB and Sector plans; • List of priorities for 2010 –Investment matrix elaborated for preliminary ranking of projects.
PUBLIC PARTICIPATION IN THE AREA OF ENVIRONMENT IN B&H • Public awareness in the area of environment in B&H is low • Involvement of media is limited • Environmental NGO sectoris not strong enough • Signing of Aarhus convention expected in 2005 • Legal framework for public participation established through: • Environmental laws on entity level • Law on free access to information
PUBLIC PARTICIPATION DURING NAP PREPARATION • Activities on public participation during NAP preparation: • Communication, exchange of data and information with public enterprises, municipal authoritiesand industries, • Creation of MAP B&H Web site, • Production of film on natural values and environment degradation and pollution of Mediterranean in B&H, • Preparation and distribution of two issues of leaflets, • Preparing and publishing news on ongoing activities for NAP preparation in a Magazine “Voice of Sustainability” • Four stakeholders meetings
STAKEHOLDERS MEETINGS • The first meeting was held in July 2004 in Neum • The Meeting introduced wider auditory with: • SAP / GEF Project • NAP and SP for B&H objectives and expected results • The guidelines for preparation of National Action Plans prepared by UNEP/MAP • Methodology for performing issue/impact matrix • Planed time schedule for NAP and SP elaboration • The second meeting of stakeholders was held in November 2004in Mostar • Discussions: • Scoring of environmental issues by performing issue/impact matrix • Ranking list of environmental issues • Actions proposed for pollution reduction in accordance to SAP
STAKEHOLDERS MEETINGS • The third meeting was held in June 2005 in Mostar • The main aim was to discus: • Scoring results of a projects by performing investment matrix • Proposal of priority list for 2010 • The fourth meeting was held in October 2005 in Mostar • Presentation of final NAP document • Presentation of the film on natural values and environment degradation and pollution of Mediterranean in B&H
PUBLIC PARTICIPATION DURING NAP IMPLEMENTATION • Participation of competent authorities and stakeholders • Information and active participation ofcompetent authorities will ensure integration of proposed activities into national/regional/local strategies • Organization of workshops for stakeholders • Participation of NGOs and media • Support to NGOs in raising public awareness • Mobilization of media • Publications issuingand distributing to schools, universities and municipalities
