European Pillar of Social Rights • Proclamation of intention by the Commission, Parliament and Council on 17 November 2017 • 20 principals including • (inclusive) education (1) • (inclusive) employment (3-4) • Working conditions (6-10) • Social protection (12) • Inclusion of people with disabilities (17) • Long-term care ( 18) • Access to essential services (20)

  4. Working time • Interpretative Communication on Directive 2003/88/EC ( working time directive) • If a person stays at the work place on call time is working time ( ECJ) • Breaks every 6 hours • Rest of 11 hours per 24 hours plus 24 hours per 7 days

  5. Working time • Directive on transparent and predictable working conditions (still to be voted/ April) • Obligation to inform workers about their rights • Including working time, hours of work, breaks,leave, over time • Degree, training

  6. Working time • Directive on Work Life Balance (still to be voted/ April) • Different kind of leaves including parental leave and carers leave

The Multiannual Financial Framework • In May the European Commission proposed the new regulation for ESF plus to the Parliament and Council • Art 6(2) • …the transition from residential/institutional care to family and community-based care. • This focus on the transition from residential to CBC is good and should be kept. • Go for pilot PA projects instead of small groups homes

European Parliament elections • From 23-26 May this year • ENIL election toolkit, questionnaire and Manifesto • Ask questions to your national candidate MEPs • 5 May campaign • Institutional questions • Move disability and inclusion to DG Justice • Make sure the disability intergroup is re-established in the next term
