The main problems in Customs professionals education • The principal problem: • - who should be our graduate; • –for whom should be educated; • for which economic and legal environment; • what kind of knowledge and skills have to present our graduate of bachelors degree; • what kind of knowledge and skills have to present our graduate of master degree?,

I Model – Customs officer In the beginnig stage (end of 80-thies and first half 90-ties) – proposal underlines the graduate’s vision –from both levels as bachaelors and master degrees – as persons for Customs – preparing of Customs officers. In that time this administration was one of the fastest developing public services in Poland. But... It was very big surpise for creators of this kind of specialization at the universities, that Customs administration didn’t need Customs professionals graduated from civil colleges and universities.

  4. II. Model –Customs Broker In that conception bachelor’s graduate should passed also, as additional requirment, throught the Customs broker state exam. State Commission for Customs Broker’s exam should be organized by Polish Customs Headquerters. The facilitation for graduates were praparation of applications by university or college. This idea was not accepted nor by potential applicants nor Customs administration.

  5. III Model – Manager – Customs Business Specialist It was , in reality in that time in Poland, the best answer for market demand for professionals in foreign trade. Market’s expectation as well as foreign trade business expected not only for Customs brokers but also for organizers, managers and professionals in that fields, for Customs professionals. It was time when the new Polish Customs law was introduced into practice. It was the first enterpreuner (Customs Agencies, freight forwarders, transportation companies, etc.). The second group of enterpreuner for Customs professionals graduates, should be institutions of public administration related to foreign trade and international business (specialists in Police, border guard, etc.)

IV Model – businessman/businesswoman – foreign commodity turnover specialist It is model for Master’s degree graduate Its aim was education of foreign trade specialist in broader , as Customs problems (law, procedures, implementing provissions , etc) fields and politics on the highest level of management as: 1. An owner of the foreign trade, freight forwarder and logistic company and/or 2. Managers of the highest level at the companies and at the public administration as well national and international

Vision of the Polish specialist in the Customs problems in the UE framework- adviser and consultant It should be professionalist in the foreign trade of commodities , who has knowledge and skills not only in Customs matters but also in freigh forwarder, logistic and transportation problems, including tarrifs and non-tariffs regulations, tax and Customs, A.O.B. Related to those questions. In addition it should to have knowledge not only about above mentioned questions but also to have skills for using the high technical equipemnt (ICT) in e-business and e-Customs environment (B2B, B2C, B2G, etc.) In another words, it should be the broad minded professional, manager, advisor and consultant in all questions related to international trade in goods, TRIMS and TRIPS, not only in Customs but also in financial, tariffs and non-tariffs regulations, many other questions, including outsourcing in business planing in international activityand international taxes problemms as well as accounting and many other problems.
