ROS Update • NOGRR162, Process for Resolving Real-Time Data Discrepancies Approved • PGRR042, Regional Transmission Plan Model Reserve Requirement and Load-Generation Imbalance Methodology Approved • Concerns raised regarding proposed use of the “bounded higher of” methodology; the disparate values used in the Load Forecast for each Weather Zone; and the need for two additional FTEs • Areas of most concern are not planned until January 2018, allowing time for an evaluation period • ERCOT will provide additional information regarding the need for two additional FTEs; ERCOT will begin next year’s Regional Transmission Plan in January 2017 and PGRR042 will have a direct impact on the methodology and assumptions used to develop the plan 4

ERCOT Update • DAM Make-Whole Calculation Issues • In November ERCOT staff detected a material increase in DAM Make-Whole payments subsequent to the implementation of NPRR617, Energy Offer Flexibility on June 22, 2016 • The increase resulted from a mismatch between Startup and Minimum Energy Costs used by the DAM clearing engine and those used for DAM MWPs in Settlements • Mark Ruane will present more information on the DAM Make-Whole Calculation Issue and its Settlement results to COPS (57 ODs impacted; ~$1.8M total, none met 2% resettlement threshold) • TAC assigned COPS and WMS with reviewing the 2% Resettlement Protocol language 7
ERCOT Update • Market Continuity Updates to TAC • Mark Ruane thanked the Subcommittees for their work on the broad based topic of Market Continuity • ERCOT staff plans to take the input provided and develop an NPRR or Market Guide to encapsulate the ERCOT Market Continuity Plan • ERCOT staff will return in March with the high level principles for stakeholder review 8
