BACKGROUND 2017/18 financial year R300 million of MIG funds allocated for sports facilities outside of the MIG formula. SRSA began the process of identifying the project in November 2016.. 34 municipalities were selected from lists submitted by the Provincial Sport Departments with a total of 34 projects. SRSA encouraged Municipalities to prioritize sports infrastructure in line with their own IDPs. SRSA worked through the MIG structures to guide, assess and approve funding for these municipal projects. Conditions relating to the grant have been captured into the conditional Grant Framework and gazetted. 2
2016/17 STATUS UPDATE • EC- 4 municipalities are benefiting- technical report received, PSP appointed for all municipalities - Ntabankulu requested for deviation and it was approved • FS- 2 municipalities, PSP appointed, appointment of construction on progress for Tokologo. • GP- issues about the land - municipality negotiating with the school to utilise part of school land - request to redirect the funding to another sport project in a different location- letter • KZN- 3 municipalities – PSP appointed - appointment of contractors on progress. All the municipalities requested for deviations and it was approved.
2016/17 STATUS UPDATE ….. • Limpopo- 3 Municipalities - PSP appointed – 1 municipality requested for deviation; others are appointing through transversal tender • MP- 5 Municipalities - PSP appointed - 4 have contractors on site, the rest in a process of appointing the contractors. • NC - 4 municipalities - 2 have appointed PSP • NW - 3 Municipalities - PSP appointed - Contractor appointed for 1; the rest in a process to finalise appointment • WC - 3 1 appointed PSP, Beaufort West requested deviation. Cederberg appointed the PSP
CURRENT STATUS 2017/18 All the projects are Gazetted by National Treasury SRSA, have commenced with the visits to the municipalities to verify the following: Land ownership Zoning and size of the land Confirmation of scope Confirmation that the projects are part of the municipal IDPs. Assist with completion of technical reports Introduce the PMU 5
CONCLUSION SRSA commits itself to the successful implementation of the project and in doing so contributing to the achievement of the statements as captured in the National Development Plan. In this process SRSA will work closely with sector Departments, Provincial Departments (sport and COGTA) and Municipalities. No sports facilities, no sports development, no transformation 17
