2. Mission Statement The use of deadly force is one of the single greatest concern to any Law Enforcement Agency. The mission of the Arizona Department of Public Safety’s Firearms Training Unit is to provide the most advanced technology, consistent training techniques and reliable equipment in a safe and productive setting. The desired outcome is the improved abilities and safety of our officers and the reduction of liability to the Department, its instructors and the State of Arizona.

8. Spring Shoot-PFM Handgun • Spring Shoot • Practical Handgun Fundamentals and Marksmanship-PFM • Any Issues, Concerns or Suggestions • Overall positive response, one complaint “too much shooting.” • How did struggling shooters from last years PFM do compared to this year.

9. Phase #1 Holster, Flashlight Issue and Training • Officers throughout state that currently carry a rail handgun should go through this issue and training as soon as practical. • Approximately one hour of training completed administratively through dry practice. Refer to e-mail forwarded on 04/12/2011 • Complete training rosters and forward to FTU for retention. • All employees issued a Sig handgun as part of their duties at DPS are included. • Security, Capitol P.D., Detention Officers. • This is mandatory equipment issued for use on the Primary Handgun System. The Department is not issuing grip switches at this time and will be looking at possible considerations in the future. Currently Steamlight does not offer a grip switch without exposed-dangling wires. • Previously purchased lights with grips switches will be allowed as long as the officer is familiar with that system. Example: Surefire with DG Switch • Phase #1 should be completed as soon as practical in preparation for Phase #2 which includes issuing new handguns and equipment to those needing rail handguns.

10. Shotguns • Nearly all shotguns have been turned in • We re-inventoried trailer and found approximately 30 shotguns not previously KAPO’ed. • We will keep approximately 225 shotguns to turn into Less Lethal shotguns (most were new in box) • Remaining will be sold-traded for additional equipment.

11. Statewide Armoring • Goal is to armor all firearms annually as required by manufacturer and DPS Policy. • This is the first year, each area/district is slightly different. • Still need support from all armorers. • How is it going? • Any suggestions to streamline?

12. Remember to report Patrol Rifle Reliability Issues • On September 15, 2010 FTU began a campaign to locate and repair un-reliable Department issued patrol rifles. (Bushmaster). • Even though new rifles are coming, please continue to let us know of any Patrol Rifle issues.

13. Audiometric and Blood Tests • Working with Safety and Loss for information concerning this testing. • They are on board and will let me know how to proceed soon. • Also, it looks like we may be getting some replacement hearing protection which would consist of molded in the ear and then some electronic over the ear protection.

15. Quality and Assurance • Up to this point, FTU has attended the first day of training at all locations • This is going to be the routine • Provide as much support as possible. • Ammunition and supplies • Weapons • Updates and Maintain Consistency

16. KAPO • FTU has approximately 5,500 items to inventory. • Independently inventorying every item and recording that information on several sheets. • Sheet is forwarded to Supervisor who marks them “found”. • To date, FTU has located approximately 60 items not on their KAPO. • We are still working on inventory. • Let your folks know to mark “U” for any item they cannot find.

17. Ammunition Concerns • We have started seeing some issues with 40 caliber ball ammunition. • We might have a bulged barrel as a result of a poor ammunition. • Some missing or deformed rims • Damaged casings. • Most issues can be found when loading magazines. • Instructors, watch lines and advise your shooters about possible squib loads.

18. Phase #2 Rail Handgun and Equipment Issue. • As soon as possible-We would like to push out by mid June. • Sierra Vista, Yuma, Casa Grande, Metro Motors and Metro West/Central completely finished. • Kingman, Flagstaff, Holbrook, Globe/Miami and Prescott partly completed with P229R’s. Still need P226R’s. • P229R’s are in. We are still waiting for P226R’s. Sig is packing them up as we speak to be delivered within next few weeks. Issue new handgun, flashlight and holsters • KAPO transfer weapon to officer and transfer old weapon to Armory @ location 41020200. Return old handguns to FTU as soon as possible. • 50 rounds of practice and break-in which will include several practice draws, holstering and activation of flashlight. • Record participation on Training Roster as Holster-Flashlight Issue and Training and forward to FTU. • 50 rounds for qualification • Successfully pass Primary Handgun Qualification and record results on Firearms Qualification Score Sheet as a Standard Qualification and forward to Training Records. • Re-qualification if necessary. • Officers to re-use existing Duty ammunition.

19. Instructor Development • Northern areas are already seeing instructor development. • Day out at range with FTU

20. Hats • Range Officer Safety Hats will be done no later than the end of June 2011. • Will send out as soon as possible. • Company will give instructors the opportunity of purchasing additional FTU logo hats (black w/green logo). Information coming via e-mail.

21. E2 Grips • E2 Grips. • All new P226R’s and P229R’s are being shipped with E2 grips. • We have a few P226 E2 grips left at armory and some in the field for replacement. • 125-P229 grips coming soon and approximately 100-P226 grips after July 1st. • E2 grips will be available for anyone wanting a set. • Still consider the fact that too small of a grip as well as too large of a grip can be problematic. • E2 grips can ONLY be installed by an Armorer.

22. Patrol Rifle • Colt Law Enforcement Carbine, 5.56 MM, 16” Barrel, Semiautomatic Matte Black #LE6920AZ • Quad Rail with Streamlight TLR1-S • Mag-pull Single Point Sling and attachment • 2-30 round P-Mag magazines (with window). • 60 rounds of duty ammunition consisting of 64 grain Speer GDSP bonded bullet.

23. Patrol Rifle Continued • This is mandatory equipment • August Delivery of remaining 1,199 rifles fully equipped as requested. • Three day Patrol Rifle Schools will be conducted in Phoenix for those still needing initial training. • Officers John Petculescu and Pete King • PFM-Patrol Rifle and new rifle issue will be conducted throughout the state. • 8 hour class will consist of issue and turn in, sighting in, break in period, two qualifications and cleaning. • Sgt. Shroufe and Sgt. Dover • Maximum number of students per class will be set at 25 • Every Rifle will have a minimum of 240 rounds of ball and 60 rounds of duty shot prior to being deployed in field. Even more if attending the three day school. • Completion by December 31, 2011

24. Containment Rifle • Department currently purchasing three AR style .308 rifles. • Colt, LWRC and LaRue • Purchasing three optics • Leupold 1.5X5, Elcan 1X6 and Leupold 2.5X8 with MMR • Looking at additional rifles and optics after July 1st, 2011. • Rifles will come with quad rails, bi-pods, single point slings, flashlights, etc. • Utilizing shotguns, seized weapons, Ruger .243 rifles and brass as trade for approximately 100 equipped rifles. • Dual purpose of Patrol Rifle and Containment Rifle.

25. Handgun Testing • Department has been using Sig Handguns as their primary weapons system for over 20 years. • We are establishing testing protocols and looking at other handguns • Extreme, Moderate and District Testing and evaluation. • Extreme-FTU will be shoot and lube only • Moderate-SOU will be shoot, lube and clean periodically • District-Normal shoot and clean, get out to troops to shoot and get their feedback. • 5,000 rounds of ammunition within 120 days • Smith & Wesson M&P 40 5” • Others might include Glock and Springfield Armory

26. MGM Steel and Equipment • Equipment is working well. • Have sent back 4 pieces of steel for replacement. • Keep an eye out for excessive damage, pitting or holes. • Insure no Armor Piercing Ammo is used!!!! • Tighten bolts occasionally • Advise students of safety concerns • Splash back is inevitable, wear protective equipment at all times even when not participating and report injuries requiring anything above normal first aid.
