  1. Specified and Exempt Accommodation Made Simple Which models of supported housing are: Specified Accommodation which is also Exempt Accommodation Specified Accommodation which is not also Exempt Accommodation Neither Specified not Exempt Accommodation

  2. Specified Accommodation which is also Exempt accommodation Gives protection from Universal Credit Housing Costs – clients will get Housing Benefit instead Benefit Cap. Housing costs will not count towards it Social Sector Size criteria Restriction of rent for Housing Benefit purposes regardless of whether the landlord is a Registered Provider

Project which previously received a Resettlement Grant • Government previously ran building as a Resettlement Unit Pre-1990s Department of Social Security Owned • In the early 90s the Government handed them over to a provider or closed them down and commissioned a replacement from a provider. The provider (or other providers affected) received a Resettlement Grant 1990s Housing Association Owned

Supported Housing (or Hostel or Refuge) - Where Owner of Building is Also Care, Support or Supervision Provider Care Support or supervision provided (Possibly via SP contract) Owner ofthe building including (leaseholders) is a housing association, an English upper-tier county council, a registered charity or a not-for-profit organisation (not lower-tier/unitary council) Owner of buildingis provider of support (perhaps with SP contract Client receives her support from Owner of building Client has tenancy agreement with Owner of building

Supported Housing - Where • Care, Support or Supervision Is Provided On • Behalf (but not by) the Owner of the Building Owner of the building including (leaseholders) is a housing association, an English upper-tier county council, a registered charity or a not-for-profit organisation (not lower-tier/unitary council) Owner of building commissions a second agency toprovide the support on their behalf * Care Support or supervision provided (Possibly via SP contract) Second agency commissioned by the owner of the building provides care, support or supervision on behalf of the owner of the building to the client Client receives her support from second agency Client has tenancy agreement with owner of building (although it may be administered by the second agency)

Personalisation Model in Supported Housing Care Support or supervision funded directly to the client so she can choose support provider Owner ofthe building including (leaseholders), a housing association, an English upper-tier county council, a registered charity or a not-for-profit organisation (not lower-tier/unitary council) Owner of the building also provides the care, support or supervision to the client Client chooses to receives her support from her landlord

(Local) Housing Authority Owned Hostel Care Support or supervision provided (Possibly via SP contract) * PROPERTY IS A HOSTEL Owner of the accommodation is the Local Authority including lower-tier/unitary (with no leasehold to anyone else) Support is provided either by the local authority or by a different agency Client’s Landlord is a Local Authority

Refuge Owner of the building including (leaseholders) is a housing association, an English upper-tier county council, a lower tier/unitary council, a registered charity or a not-for-profit organisation * If Owner of building is a Housing Association registered with HCA they will probably be eligible for full rent. Same applies if they are a local authority If they are not registered with HCA or are not a council they may be subject to LHA PROPERTY IS A REFUGE Building, or part of a building is used wholly or mainly for non-permanent accommodation of persons who have left their homes as a result of domestic violence. No requirement to provide care, support or supervision Client’s landlord is a local authority, a housing association, an English upper-tier county council, a registered charity or a not-for-profit organisation

  10. Supported Housing (or Hostel) Where Owner of the Building and Care, Support or Supervision Provider Are Separate agencies. And no leasehold between them exists Core Support or supervision provided (Possibly via SP contract) * If Owner of building is a Housing Association registered with HCA they will probably be eligible for full rent. If they are not registered with HCA they may be subject to LHA Owner of the building is a housing association, an English upper-tier county council, a registered charity or a not-for-profit organisation (not lower-tier/unitary council) No leasehold exists between them and the support provider An agency other than the owner of the building provides care, support or supervision (possibly SP contract). Agency providing support has no leasehold agreement with owner of building. Probably has a Management or Support Agreement Client receives her support from local authority commissioned agency. Client has tenancy agreement with owner of building (although it may be administered by the commissioned agency)

  14. Privately Owned Accommodation (including Supported Lodgings Schemes) * PROPERTY IS PRIVATELY OWNED There is no lease to a not-for-profit organisation It does not matter whether care, support or supervision is provided. Even if it has been commissioned Clients has a private landlord
