Programme highlights • Promoting energy efficiencyin new residential buildings • Projects to be awarded ‘Energy Efficiency Certificate’ • Energy Efficiency through improvements in design, equipment and material • Technical evaluation to be done by TERI and Fraunhofer Institute (Germany) • Loans disbursed for identified projects will be refinanced by NHB

Programme Implementation • Implementation Idea – Market transformation through awareness; and encouragement through branding, certification & labeling • Initially, certification from reputed German/Indian institutions • BEE (Ministry of Power, established brand) may eventually get involved • The certificate to act as a valid proof for - • Confirming to efficiency requirements as set under the programme • Identifying loan accounts to be brought under the programme (and associated refinance scheme)
Implementation support • Support development of project pipeline • Initially for housing projects with some green building certification, established energy efficiency initiatives • Working with PLIs • Programme promotion • Setting up market outreach • Star labeling for houses • Consumer awareness • Assist in development of energy efficiency evaluation tool • Can be used by non-technical people • Easy to see impact of energy efficiency initiatives

Programme timeline • Present status : • Pilot projects identified • More projects being explored • Spreading awareness – through industry bodies • Intention - generate maximum traction for the programme in a short span • To generate an estimate of refinance potential under this scheme till end of July, 2011 (when actual refinance requirement will be raised by the PLIs) • The estimation exercise to be completed by end of March, 2011
