The financial cluster • ”Today there is no market for offshore wind” • Capital allocated to offshore wind is marginal • The dominant regional bank renames its ”petro-maritime” department to ”Energy/maritime” • Banks need to build competence- market understanding and market drivers- framework- actors • The banks’ potential is derived from their customers’ priorities

  6. The financial cluster • Public seed money available - Innovation Norway- Enova • Prudent lending, cautious banks • Less risk in oil and gas sector • However: proven technology in offshore wind

Industrial clusters • Cluster initiatives, public support, deliberately planned, membership • Geographically concentrated ecology of firms within an industry, including supporting/related firms and institutions- competition, collaboration, innovation pressure, lower transaction costs, knowledge transfer

The regional offshore wind cluster • Great potential for technology and knowledge transfer from oil and gas • Ambitions and strong beliefs • strong renewable energy sector based on hydro power • global shipping and maritime sector • But: offshore wind is a totally different ballgame: -standards, costs, economies of scale

  10. The regional offshore wind cluster • North Sea prime market • No home market • Lack of demo park • Selection processes in favor of oil and gas- less industrial risk, revenue stream and profitability, established rules of the game

  11. Summary • Offshore wind is an emergent industry with a large potential • Opportunities and positions to take- field developer, EPCI contractors, operations • Financial resources available, but limited dedicated competence and solutions
