Rationale • The Third Mission (3M) of universities: • The relationship between higher education (HE) and society • Benefits: • Enhanced research • Generation of ideas • Jobs and companies • Broader group of students • Engagement with the community • Additional money • In the era of the “knowledge society” 3M activities • Substantial policy attention • Universities as key players (Albania) • 3M needs • Reinforce role of the Albanian universities for the social and economic development • National priority: the HE Strategy and in the Action Plan (national authorities) • Stronger and deeper development in Albanian universities • Greater effort for making universities more responsive to social and economic needs

Objectives The U3M-AL project will support the role of Albanian universities in the social and economic growth of the country through three main objectives: • Developing relationships between Albanian universities and society through the promotion of 3M activities: technology transfer, continuing education and social engagement. • Establishing Regional Development Centres for promoting and organising 3M activities in each Albanian public university. • Establishing an Albanian network of 3M activities for promoting these activities after the conclusion of this project.

Specific goals Documents 1.1 Report Good practices of 3M in EU universities Training Management BASIC PROCESSES U3M-AL Description Each EU partners will elaborate a report describing 3M activities in each university focusing in those aspects that could be considered as examples of good practices for being considered by Albanian universities. Two of the partners (USSL and ISMB) will also provide a report on good practices in European universities. Delivery date 01/02/2013 Lead partners

It will be organised in Tirana with the support of the Ministry and the Technical University of Tirana. International experts on 3M will be invited in order to motivate attendants on the relevance of 3M activities. Reports elaborated for partners will be discussed, drawing conclusions for the next steps. Delivery date 13/02/2013 Lead partners

It will be organised in Tirana with the support of the Ministry and the Technical University of Tirana. International experts on 3M will be invited in order to motivate attendants on the relevance of 3M activities. One workshop in each university. In the case of Tirana, it will be feasible to join both partner universities in the same workshop. Delivery date 30/07/2013 Lead partners

Three representative of each university will participate in each visit plus one from the Ministry. 2. Visits will be 4 days long. 3. EU partners will organise each visit providing to the Albanian group a full understanding of the activities developed by the university, focusing on the governance model, structures, partnerships, etc. 4. The visits will also include meeting with some external stakeholders. Delivery date 31/10/2013 Lead partners

With the support and technical advise of EU universities, Albanian universities will carry out interviews with relevant stakeholders and will carry out surveys to graduates, employers and other possible clients of the new activities. EU universities will support Albanian universities with the methodologies to be used. A visit by 2 experts at the end. Delivery date 31/01/2014 Lead partners

This plan, conceived to some extent as a business plan, will consider objectives, methodology, needs of support structures and needs of resources (financial, human and others). EU universities will advise Albanian universities with this plans. A visit by 2 experts at the end of this phase. Description Delivery date 28/02/2014 Lead partners

In this activity, Albanian universities will implement the previously designed plan and will create Regional Development Centres in each institution, final objective of this project. They will have the advise and support of EU universities, and resources from this project for this implementation. A visit by 2 experts will be held at the end of this phase. This potencial should be extended to other Albanian university and it should be sustained in the future. In order to support both objectives, it will be created an Albanian Network for 3M activities with a web page and an initial programme of activities. Each activity included in WPs will be assessed by participants and stakeholders through surveys and other tools. We will use surveys and interviews with this objective. An external and independent expert will assess this study. To present the achievements of the projects to the Albanian and international community. 2. To have a deeper and final reflection on the relevance of 3M activities for the socioeconomic future of Albania and the whole region. All Albanian stakeholders, in addition to universities, will be invited to participate. Partners will play a central role presenting activities and achievements.
