PS BLUF Purpose: To provide PERSPAY Conference with updated status of the PS Community Health. • Rating currently manned to 96% of FY12 EPA(-113); 96% of FY14 EPA (-99). - Zone A: 90.0% Zone B: 70.0% Zone C: 103.0% - E1-3: 69% E4: 104% E5: 100% E6: 98% E7: 112% E8: 108% E9: 113% • Enlisted Program Authorizatons (EPA): - Slight EPA reduction (-25) from FY12(2664) – FY15(2639) • FY-12 Enlisted Retention Board (ERB) reduced the force by 2,940 Sailors across 31 overmanned ratings. - PS Rating ERB Loss: 61 Sailors (Target YGs 00-98) • Community Health updates are published monthly on the NPC Website to assist Sailors in career management.
PS Summary E1-3 inventory will improve via Accessions and PACT Sailors. Overall outlook for EPA is stable. Minimal decreases in EPA from FY12 to FY15 (-25)
PS FTS Summary E4 inventory will improve via ADV OPP. and SELRES Recall. In FY12, EPA stabilizes across the FYDP.
Community Manager - PS (SELRES) Accessions/Attrition/Incentives Historical/EPA Chase EPA Paygradevs Inventory/Advancements ECM Notes • Manned at 108% of FY12 Enlisted Programmed Authorizations (EPA); 112% to FY14 EPA • Accessions: • FY11 New Accession Training (NAT) attainments was 111% (25/23) • FY11 Prior Service (PS) attainments was 109% (129/118) • FY12 accessions within 180 days of separating from active duty (14) • NAT Goal decreased in FY13 due to overmanning in E1-E4
Way Ahead • Shape inventory to FY14 EPA in all zones with all available force shaping levers and policies to include Accessions, Perform to Serve, Direct conversions and SELRES conversions. • Continue execution of Policy: High Year Tenure + Short Term Extension + • Perform To Serve. • Maintain communication with the Fleet to ensure all PSs (E-6 and below) • are screened in FleetRIDE and support Career Development Boards to • identify/discuss career options.
