The Emission Control Challenge Glenn Edge 17 July 2007
Cambridgeshire Bus Context • 80% of bus network commercial • 20% Council subsidised • 1 major, 3 medium and 40 small bus operators • Rural county but with severe peak hour congestion problems in Cambridge • Bus patronage has bucked the national trend (21% increase since 2001)
Local Authority Perspective 2 main ways for Council to influence emissions: • Technology • Transport Strategy
Technology - Engine Standards Need to improve!
Technology • Encouraging higher engine standards • Quality Bus Partnerships • P&R • CGB • Future subsidised and school contract provisions • Alternative Fuel usage • Dual Fuel Aspirations
Transport Strategy Starts with a plan based on clear objectives • Safety • Accessibility • Congestion • Air Quality • Efficient networks • Transport system to support economy
Smarter Travel Management Working with Schools & business Smartcards Ticketing RTPI Car Sharing Clubs Traffic Management & VMS School travel plans CTEE Travel for Work Partnership Travel awareness at new development Improved highway efficiency Faster, more reliable Public Transport > awareness of sustainable travel options Increased walking & cycling Increased bus patronage Reduced traffic volumes Better accessibility Better Air Quality Tackles congestion Greater efficiency Safer Roads Better economy
What have we done so far? • Core Scheme • Concessionary fares scheme • RTPI • Junction priorities • VMS • IHMC • Publicity on P&R • P&R Enhancements • Car Sharing Schemes • Cycle ways • Travel for Work Schemes • Planning Measures
But! Cambridge is a growth area More growth implies more congestion Therefore: • Current measures will not be enough • Doing nothing is not an option • We need a package of measures including improvements to: • Public transport • Walking • Cycling • Highways • And more demand management
Long Term Transport Strategy (LTTS) • Provides a framework within which the long term transport needs of the county can be identified and supported • Aims to provide a transport system that supports economic growth, enabling development to take place in a sustainable way • Concluded that a package of measures is needed to tackle congestion
Transport Innovation Fund (TIF) Government Programme offering: • Money to develop bold projects tackling congestion • £200 million plus per annum starting 2008/09 until 2014/15 • Funding to conduct a study which must include road pricing (Cambridgeshire awarded £1.4M) • Government encouraging TIF local authorities to submit a business case this year, which includes road pricing
Study aims and objectives • 10% reduction in overall traffic levels compared to today • Provides high quality, safe and realistic choices • Seeks to improve accessibility to services for all • Is fair and equitable • Reduces CO2 and addresses specific air quality issues • Promotes the economy of Cambridgeshire
Addressing the issues Two main approaches identified • Increasing choice • Improvement to highways, public, cycling and walking • Managing demand • Schemes restricting access • Schemes discouraging access
