  1. Experienceswith EMS in combinedroad / waterway transport EMS Forum, September 18th, 2012 André Pluimers Bolk Transport / Combi Terminal Twente

  2. Topics • Introduction of ourcompany • Why and how we use EMS trucks • Experiences • Benefits • Backwardmodal shift? • Conclusion

  3. Bolk Transport • Private-owned business, € 45m turnover • Active in variousforms of transport (oversized, distribution, intermodal) • Founder of Combi Terminal Twente (CTT) • Bargecontainer service Rotterdam-Hengelo (200km) • Start of operation in 2001

  4. Combi Terminal Twente • Extendedgatefor Port of Rotterdam • Serving Twente region and Northern Germany • 2012: largestinland terminal of NL by volume

  5. Why and how we use EMS trucks • Why: Co-modalityforbetter service • Complementaryroad transport neededforoptimizingintermodal service (speed, closing time, peakshaving) • EMS reducesroadtruckingrate to bargerate • Has contributed to growth of CTT • How: Terminal-terminaltraffic • CTT has steady and “own” freight base with the proper characteristics • Combination of 20’ and 40’ containers • Craneloading, noshunting • Note: Onlyintermodal operators have the freight base neededfor EMS in container transport

  6. EMS fleet • Start of trial with 2 combinations in 2004 • Currently 5 combinations • 7 roundtrips / week (140.000 km / year) • 3 million kilometers since start of trial

  7. Ourexperiences • Operational: noproblems • Drivingbehaviour of EMS (steering, braking) • Roadsafety, otherroadusers • Extension of roadnetwork to virtually all places • Financial: substantialgains • Total yearly extra cost +15-20% (€ 20.000) • Total yearlybenefits: 140.000 TEU-km (€ 70.000) • Net financial benefit: € 50.000 per unit per year • Additionalbenefits: • 60 tons CO2 (30%) reduction per unit per year • Support of co-modality: helping CTT grow

  8. Whowillgain? • Marketforceswill pass onbenefits • Trial phase: hauliers • Introductionphase: forwarders / logistic service providers • Adaptionphase: industry • End phase: consumers • Road transport industrywillnotretainbenefits • General benefitsfor society remain • Roadcongestion • CO2 reduction • Helpingfacilitategrowingdemandfor transport

  9. Backwardmodal shift? • EU transport marketwillbecomesupply-driven • No single mode canaccomodatepredictedgrowth • Co-modality is needed to furtherdevelopintermodalinitiatives • Playing field is permanentlyshifting • Costcomponents of road transport are all rising • Availability and quality of modes constantlychanges(Betuwelijn, rail tunnels, Rhine water level, newinlandterminals) • EMS is a logicalnext step • Road transport remainsindispensable • Cornerstone of EU economicdevelopment • Intermodal services are notpossibleeverywhere(volume, distance, infrastructure) • Butfear of backwardmodal shift blocksintroduction of EMS

  10. Taxationformaximization! • Net financialgain is incredibly high • 20% EMS in NL alonecanbring € 1 billiongaineachyear • On EU scalethisamountwillmultiplyby 10, 20 or more • Butthisgainwill end up withindustry and/orconsumer, not the logistics providers and hauliers • Sowhynotconsiderimposing EMS roadtax to invest in infrastructure(road / rail / waterway)? • 60 tons EMS caneasilyfinancenecessaryinvestments in bridges • … and leaveenoughleftfor all rail and waterway wishes!

  11. Conclusions • EMS: • Will notstructurallyincreasehaulier’s profits • Will support co-modality and therefore rail and water • Canfinanceconsiderableinvestments in infrastructure; road as well as rail and waterways EMS is not a threatbutanopportunityforEurope’slogisticsindustry, economy and environment
