  2. Human Rights and HIV • HIV/STI prevention for MSM/LGBTQ is only effective when their human rights are addressed in a dual, parallel process. • To achieve universal access you must reach out to key populations.

  3. Michel Sidibé, UNAIDS (IDAHO 2010): “I urge all governments... to eliminate stigma and discrimination faced by MSM, lesbians and transgender populations... [and] create social and legal environments that ensure respect for human rights and enable universal access...”

  4. Positive Action • MSM/LGBTQ should have ownership over HIV/STI prevention. • MSM/LGBTQ can lead community based initiatives.

  5. Community based interventions • Community empowerment • Peer-to-peer outreach (MSM + WSW) • Training of public health workers and journalists • Anti-discrimination and political lobby • Research on sexual behaviour

  6. Challenges • MSM/LGBTQ accepted as stakeholders. • Filling the gap left by state institutions. • A safe environment for the community. • Linking with mainstream initiatives. • Attention and funding for EECA.
