Higher education is directed to human development and progress of society (IV.10.a) • Public funding of HE is treated as a form of public investment the returns on which are necessarily long term subject to government and public priorities (IV.10.d) • Public funds for HEI are treated as a public investment (IV.10.c)... About 30% of HE costs are covered from budget...

  4. Academic freedom • Policy of participation of all concerned in internal decision making structures and practices, and the development of the institutional mechanisms. VI.B. The principles of collegiality
