  2. Purpose • To surface issues pertaining to DoDAAC anomalies…. specifically TAC2 addresses, aerial and water-port code assignments and breakbulk points and • To ask for your assistance • Without a good address…what’s the chance the Customer will get timely delivery?

  3. Applicable Guidance ? • Search for an authoritative reference source with line by line instruction for a TAC 2 address has been largely unsuccessful. • DTR Part II 203 • 49. Breakbulk Point. A transshipping activity to which unitized shipments for various consignees are consigned and from which the shipments are distributed as separate shipment units to the ultimate consignees. • 96. Consolidation and Containerization Point. Consolidates shipments on an air pallet or containerized shipment in a SEAVAN container for transportation overseas.

  4. Address Guidance from USAF • AFI24-230 Feb 2009 states: • 2.2.2. TAC 2 (Freight) Address. This address is for cargo movements. If there is no TAC 2 address then freight is sent to the TAC 1 address. This in-the-clear address should contain the DoDAAC/Stock Record Account Number (SRAN), Unit, office symbol or consignee, building and/or room number, commercial phone number, street address, base name, state, country, ZIP or country mail route code. An in-the-clear address permits door-to-door delivery by commercial carrier, particularly to overseas points.

  5. CCP Guidance from DTR Part II Ch 203 14. CCP. The shipper may determine a shipment will be routed to a CCP, explained in Para C.3, instead of directly to a POE. The CCPs were established in the CONUS by DLA and the Navy to consolidate cargo for onward movement by SEAVAN or 463L pallets. a. CCP eligibility by Service/Agency/Geographical region is provided in Table 203-8. Shipments excluded from CCPs and special instructions are provided in Table 203-9, Table 203-10, and Table 203-11. b. For shipments not excluded, the shipper determines the applicable CCP from the DODAAD website: https://www.daas.dla.mil/daasinq/dodaac.asp?cu=d . The sponsoring Services/Agencies designate individual activities eligible for shipment through a CCP by entering the CCP code under the ‘TRANSPORTATION INFORMATION’ section, CCP block. The CCP codes may be found at TMDS “Consolidation Containerization Point Data Values” website: https://www-tmds.c2.amc.af.mil/TMDS/DTRdata.xsql?view=V_CCP found in the activity DODAAC record. Shipment routings for Navy mobile units are provided in the POE and POD field in the Navy Cargo Routing Information File (CRIF). Data in the CRIF is maintained by the Naval Operational Logistics Support Center (NOLSC) Transportation and Distribution, Norfolk, VA. c. For shipments authorized for the CCP, shippers must: (1) Offer all air-eligible shipments for air clearance IAW the procedures in Para B.24.f., prior to shipment to the CCP. (Surface shipments do not require clearance prior to shipment to the CCP.)

  16. Water Ports - Landlocked Countries • Afghanistan is ‘landlocked’ and accordingly, TMDS does not show any water ports for surface shipments. One Service address system requires entry of a water port for any activity located OCONUS. • How do we reconcile and verify water port entries for countries with no valid water ports ?

  17. Where do we go from here ? • How do we ensure DoDAACs are accurate and free of errors where the ‘city’ goes with the ‘country’ and the ‘country code’ goes with the ‘country name’ and the aerial-water port codes are optimized for delivery of materiel to our Customer ?

  18. Possibilities . . . • Develop a suggested construct for TAC 2 addresses. • Explore opportunities to ensure address accuracy. • Make use of the BBP field currently populated with a CCP DoDAAC. • Remember . . . without a good address… what’s the chance the Customer will get timely delivery?
