  2. External Hijacking • Late November 2001 (An early Saturday morning) • 0630 – A Turkish flight departs Istanbul for Frankfurt. At • 0635, the pilot reports that two men with weapons have • taken over the plane. He is interrupted when one of the • hijackers takes over the microphone and, in broken • English, demands that the plane land in Chisnau. The • conversation is being monitored by the control tower in • Chisnau. • 0637 – Chisnau immediately advises the plane that the • airport is blanketed in fog. No one can land or take off. • Two planes are on the ground waiting for clearance to • leave for destinations in Western Europe.

  3. External Hijacking (Cont) • 0640 – The hijackers respond saying that the plane must • land in Chisnau now. They make the following demands: • (1) release of a Kurdish official being detained by the • authorities for extradition to Turkey; (2) a fool-proof plan • for the hijackers’ onward travel; (3) $1,000,000; (4) a • face-to-face meeting with a Moldovan government • Minister. Any failure to meet these demands will “force” • the hijackers either to kill the passengers one by one or • blowup the plane.

  4. External Hijacking (Cont) • 0645 – Chisnau tower officials again advise the plane that • landing the plane would be an all but impossible task.

  5. External Hijacking (Cont) • 0647 – The hijackers advise the tower that they are ordering the plane to circle and land at 0730 regardless of conditions. • Turkey advises the Moldovan government that it can have a terrorist interdiction team ready to help in 2 hours, and state that the detained Kurd is a murderer and that he should not be released under any circumstances.

  6. External Hijacking (Cont) • 0650 – The tower advises government officials that the fog is unlikely to clear before 0900 and that any attempt to land before 0900 would most certainly end in failure.

  7. External Hijacking (Cont) • 0700 – Moldovan officials begin to explore the possibility • of diverting the flight to another landing site. The plane • does not respond to any further efforts at contact.

  8. External Hijacking (Cont) • 0710 – Turkish airline officials advise that, among 111 • passengers on the plane, there is a high-level EU • delegation and a German cabinet minister.
