CMWG Update to WMS 6-14-11
Discussions • Balance of Year CRR auction • Worked well, with exception that bids cleared were significantly below 200,000 limit (due to process for round 2 of CRR auction) • Valley Import • ERCOT characterized current operation of Valley import as being based on thermal limit of 1100 MW—noting that the stability limit is very close to this level • For further discussion • Thermal vs stability limit operation -- relationship • Which limit was used by ERCOT to establish the SP Cap?
WMS Assignment to CMWG from TAC • What can we identify in planning criteria to help us avoid Valley Issues in Future • “…recommend that a process be developed to address the gap between operations and planning processes to identify such constraints…” • Discussion about documenting TO planning criteria (similarities/differences) • Differences in how stability limits are studied in planning vs. how used in ops (w/ “margin”)
PLWG/CMWG Activities for Ongoing Coordination between Planning & RT • Load Variability • Thermal Generation Availability • Ancillary Service • Transmission Maintenance Outages • Wind • Dynamic Line Ratings • Long Term Auto Outages • Operational Safety Margin (for Interface limits)
Next Steps • Recommend WMS/ROS ask for review of how 6.5.9.2 applies (or not) to congestion irresolvable by SCED • CMWG/PLWG review of ongoing revisions to Planning Guides • Next meeting PLWG/CMWG 7/1, • Upcoming CMWG issues—obligations for 2011 CRR auction
