New Requirements, New Challenges • Many countries adopting new food security measures • Import requirement notification procedures • How we learn about new requirements • What we can do
EU • Catch certificate issues • Catch certificate audits • HC will be changed to reflect industry’s needs. • Shellfish equivalence - no trade (ex. Scallops) until resolved • Reminders- Don’t ship until EU list is in force - Certificate must be dated before or SAME day as BL - Minimum labeling (outer and inner): • Country of origin (USA), • Product name • US plant approval number
Triangular Trade Canada, China Korea, Japan, Vietnam Etc. Get Catch Certificate – just in case! SIP will issue necessary health/safety documents for 1st country Last country of dispatch will issue health/safety certification Shipments must be stored in EU approved facilities United States EU ?????
Canada • Animal health rules for controlling fish diseases • New certification requirements being planned • Will affect farmed and wild products
Japan • Lobster • PSP in tomally issue • Testing required on arrival; could mean 72 hr hold-up • Other general - Latest…. If exporting, make sure product has a place to go - Product diversion may require additional certificates
China • New fish meal requirements; will increase inspections (dioxins, etc.) • Farmed salmon requirements - To prevent imports of pathogens, parasites, unapproved chemical/antibiotic use • Catch certificates for salmon w/ vessel name and number • On-going discussions • New certificate for live seafood products
Korea • New requirements for fish heads, intestines - fit for human consumption - list of establishments processing fish heads and intestines - subject to on-site inspections • Want to perform a systems audit on the U.S. system of controls
Vietnam • Registration requirement - deadline 2/28/2011 • Request information can be submitted directly • New Tolerances for bacteria and contaminants
Taiwan • New certificate requirement (may use SIP export health certificate we think) • Require catch certificate • New “Food Safety Control System” requirements; specifics not yet known
Brazil, Argentina, Chile, Costa Rica Brazil • Registration and label approval required for seafood Argentina • Wants to inspect individual plants instead of performing a systems audit Chile • Aquatic animal health controls • Catch certificate? Costa Rica • New requirements – now being reviewed
Russian Federation • Registration required • Many detentions upon entry that are not science based • New requirement regarding biotoxins
India • Requirements for carp imports • Recognition of our competent authority (NOAA)
