  2. Objectives • Increase international influence of ASEAN • Give ASEAN members ability to set only a regional precedent in dispute resolution

  3. Ad hoc Dispute Resolution Panel Dispute Panel picked at Meeting of Senior Economic Officials • Result: Almost no use of ASEAN DR mechanism Current ASEAN DR Mechanism • Flexible, but Ineffective Bilateral DR, mediation, etc.

  4. Dispute • In cases of overlapping membership, states may prefer to set only regional precedent. State Preference in DR • Dispute resolution in an International Organization sets precedent for future dispute resolution in that IO

  5. Bilateral DR, mediation, etc. Dispute • Give states ability to shop for DR forums and provide effective regional option Proposal Permanent DR Body • Establish permanent DR body • Result: Greater international influence for ASEAN and Greater flexibility for ASEAN members
