Bogdan GHEORGHE, specialist in addiction, National Anti-Drug Agency • Mission statement (of your organization) • The National Anti-Drug Agency is a specialized body with juridical personality subordinated to the Ministry of Interior and Administration Reform. • The Agency is coordinated by a secretary of state from the Ministry of Interior and Administration Reform, appointed by the decision of the prime-minister to fulfill the position of President. • Based on a national strategy, the N.A.A. determines the general approach and the unitary co-ordination of the fight against illicit drug trafficking and abuse developed by the competent authorities, by other state institutions and non-governmental organizations, consolidates and monitors the results of the co-operation between the Romanian qualified institutions and the foreign organizations involved in the field.
DEMOCRACY, CITIES AND DRUGS II Thematic Platforms Presentation [Name of the WP leader : ACCES France] • National Anti-Drug Agency and DC&D II • Context • In the overall context of the international community's focus on drug related organized crime, the Romanian Government placed the fight against illicit drug trafficking and use on its priority list. The adoption of a coordinated and multi-sectorial approach in this field resulted in the National Anti-Drug Strategy 2005-2012. During 2003-2004, a telling proof of the Romanian Government's position in this field was, among others, the establishment of the National Anti-Drug Agency, a specialized body designed to create a unitary outlook on preventing and countering illicit drug trafficking and use. The extent of the drug phenomenon, on the background of the growing cross-national organized crime networks, calls for a new national and international integrated strategy, in response to this threat.
DEMOCRACY, CITIES AND DRUGS II Thematic Platforms Presentation [Name of the WP leader : ACCES France] National Anti-Drug Agency and DC&D II NAA subordinates a network of47 Drug Prevention, Evaluation and CounselingCenters (DPECC). A DPECC team includes 2 prevention positions and 3 assistance positions (psychologist, physician, socialworker). DPECC role is to implement universal, selective and targeted at local level programs , according to the national and local strategy, and to develop services of integrated assistance for drug users.

NAA Vision is that at the end of 2012, in Romania: The level of drug use will not exceed the current level, An integrated, coherent and professional system of services and care will be available for the drug users, There will be a high level of receptivity towards the needs of the drug users

Closing cooperation agreement with local NGOs • 1.3. Training for the selected specialists by a foreign expert. • 2.1. Creating a standard working instrument(guide) • 2.2. Editing and printing the guide • 2.3. Disseminating the guide at national level through NAA s teritorial structures • 2.4. Translating the guide in English • 2.5. Press conference on Project evaluation
