Summary 2006 • Space Services Inc, (SSI) is developing a series of commercial satellites to provide multi-services platforms located at Sun-Earth LaGrange points L1 & L2. IOC is 2009-2010 • Attractive returns from terrestrial markets available to private investors upon service initiation. Mid to long term returns can contribute to a substantial, mature non-terrestrial economy, and provide important opportunities to advance space & earth science • Significant private investment and multi-agency funded US Government efforts have the necessity, technical feasibility, and potential viability of a public/private partnership to create and operate a commercial LaGrange point services node • Acquisition of NASA’s DSCOVR spacecraft by SSI may accelerate IOC, and reduce technical & financial risk for the venture Space Services Proprietary Data

DSCOVR Options • DSCOVR spacecraft, currently in storage and without an approved mission, constitutes a potentially useful asset for USG contribution to a solar wind private/public partnership • Advantages include lower technical risk insurability; competitive cost if acquisition cost is zero; schedule; and possible revenue stream for Earth looking instruments • Risks include reliance on NASA for a timely, affirmative decision to release the asset; reduced opportunity for secondary payload revenue stream; deferral of commercially viable system deployment; data handling and management costs could overwhelm value of Earth looking instrument data Space Services Proprietary Data
