  5. Weaknesses of the existing arrangements • Inadequate and fragmented institutional arrangements • Inadequate policy coordination • Inadequate mechanisms to translate the existing commitment into action • Inadequate resources

  6. Financing the Global Environment • Sources of finance: ODA, multilateral financial flows via international organizations, conventions, etc • Multilateral financial mechanisms • GEF, Global Mechanism, Montreal Protocol Multilateral Fund, etc • Debt relief, Private capital flows, Non-traditional financing mechanisms

  7. Needs • A greatly strengthened institutional structure geared to address global environmental challenges • Integrated, holistic approach aiming at sustainable development • To address: Credibility, Authority and Mandate, Financial Resources, Participation of all actors

  8. Options Available proposals cover: • Organizational structures • Coordination • Multilateral Environmental Agreements • Effectiveness • Compliance and enforcement • Coordination
