  3. I. The Birth of Christ (Luke 2:1-7) • Providential (vv. 1-5)  decree

  4. The Problem of Quirinius • Jesus was apparently born in 4 B.C. • Josephus knows of no Roman census in Palestine before the Quirinian census of A.D. 6-7. • Quirinius is not mentioned on extant governor lists, but was legate over Syria in A.D. 6-9.

The Problem of Quirinius • The extant governor lists are admittedly incomplete, containing gaps. • The term “governor” can mean “administrator.” • “before” Quirinius was governor • Administrator twice (Ramsey, Liefeld) or two administrators named Quirinius (John McRay). Archaeologists have discovered a coin with the name of Quirinius in “micrographic” letters, placing Quirinius as proconsul of Syria and Cilicia from 11 B.C. until after the death of Herod (4 BC).
