The Integrated Projects in the Campania 2000-2006 ROP (def.) • An IP is a complex programme of different actions (infrastructure, private sector support, service and social development measures); • An IP is intended to develop an identified territory or a specific sector • It is identified by a Main Strategy and by the presence of Main Actions; • It is co-financed by two Funds and two measures and has at least one infrastructural MA in advanced planning/implementation stage

  5. The “participated” evaluation • The IP design is based on assigned resources • The evaluation is not “competitive” • The REU is part of the IP design process since it doesn’t attribute resources but only approves the resource assignment to specific projects within an IP

The “participated” evaluation process • The REU evaluation process is a “participated” process, since the REU interacts with the project representatives in order to improve the project quality and to achieve the overall programme objectives. • The REU asks, if necessary, for amendments of the IP (overall amendments or single projects modifications) .

  7. The evaluation criteria • Quality of the project proposal • Its external coherence • Its internal coherence • The IP risk

  8. 1) Quality of the project proposal • quantity and quality of the information • local partnership experience and representivity • strategic value of the project proposal within the sectoral – programme strategy • efficiency of integration • innovation

  9. 2) External coherence • Coherence with the general priorities set by the CSF (community support framework) and with the ROP (regional operational programme) objectives • Links with other regional development plans or programmes over the same territory/sector

  10. 3) Internal coherence • Technical and territorial sustainability • Environmental sustainability • Economic, financial and social sustainability • Management – operational sustainability

  11. 4) Risk • Technical risk • Administrative risk • Operational risk

Formats In order to evaluate the above elements, the REU requests that the project proposal is presented on a standard format: • IP format • Infrastructure projects format • Large infrastructures format (Cost Benefit Analysis) • Service – training projects format • Private support actions format

  13. The Integrated projects management control An IP is both a local/sector development tool and an expenditure mechanism. Therefore it may prove necessary to re-adjust it during its implementation. Being the IP composed of projects proposals, very often only at the stage of ideas, it is useful to adjust the IP or its projects. The REU performs a three monthly check of the timetables respect, thereby accepting project modifications, project extensions or even withdrawing financing.
