Today We Will Discuss • Proposed revisions to Chapter 37, Article XX (Sewer Use Ordinance) • Resolutions: • Local Limits for Surcharge and Industrial Pretreatment Programs • Enforcement Response Plan
Chapter 37, Article XX Sewer Use Ordinance (SUO) Objectives • Establish uniform requirements for all users of the wastewater system • Comply with applicable federal & state rules • Protect County water reclamation facilities and infrastructure • Improve safety and operation of wastewater system
History of Current Sewer Use Ordinance • Mandated by EPA • Approved by EPA in 1983 • Implemented in 1985 • Surcharge Program Resolution passed in 1989 • Ordinance revised in 2002
Current Sewer Use Ordinance Programs • Industrial Pretreatment Program • Environmental Surcharge Program • Hauled Wastewater Program • Oil & Grease Prevention Program
2009 Proposed Changes to Sewer Use Ordinance • Implement EPA Pretreatment Streamlining Rule • Update definitions • Update Local Limits and establish by Resolution • Update Enforcement Response Plan and establish by Resolution • Define appeals process
Reasons for Proposed Changes to Sewer Use Ordinance • Support current County Comprehensive Plan • Comply with FDEP and EPA • Track hauled waste disposal • Create guidelines for private pump station maintenance • Provide code variance process • Update Local Limits based on new calculations
Initiate Private Pump Station Maintenance • Require removal of solids and grease waste • Require proof of maintenance and repair records • Notify County of changes to pump station management • Require emergency notification signage
Current Industrial Pretreatment Program Local Limits • 25 regulated chemicals of concern • Most commonly recognized: • Boron • Chlorides • Copper • Lead • Magnesium • Mercury • Silver • Sodium
Specific Local Limit Modifications • Orange County utility service area • Establishment of upper limit for: • Biochemical Oxygen Demand (BOD) • Total Suspended Solids (TSS) • pH

Specific Local Limit Modifications • Eastern Water Reclamation Facility and Northwest Water Reclamation Facility service area • Adjustment to boron, phenol and chromium limits
