  5. The background to SDS The Independent Living Movement started in the 1970s People wanted to be in control of their own care and support Services weren’t fulfilling what was important to people People wanted choice

  6. “ ‘Independent Living’ means living by yourself” MYTHORTRUTH?

  8. Independent Living in the UK The ideas were applied in a British context Negotiations with Local Authorities Research into the situation in the rest of the UK The first Centre for Inclusive Living in the UK

  9. A shift in power Direct Payment schemes developed in some Local Authorities, but not all Disabled people campaigned and commissioned independent research Research looked at user satisfaction and cost First Scottish CIL was Lothian CIL (1991), followed by Glasgow CIL (1993)

Direct Payments get moving Minister of Health agreed to bring in Direct Payment legislation in 1995 The 1996 Direct Payments Act was implemented in 1997 National Centre for Inclusive Living set up in 1996 to promote and develop Direct Payments around the country The CILs work to the social model of disability

  13. Where are we now with SDS? Scottish Government and COSLA have a 10 year strategy for SDS The SDS Bill was passed in Parliament in November 2012 Some Local Authorities are already rolling out SDS

  16. Strategic responsibilities of Local Authorities Develop an SDS strategy in their locality in conjunction with service users and other stakeholders Appoint a ‘Lead’ person for self-directed support implementation Follow the Guidance and Regulations

What is self-directed support? • Care and support with choice and control • Will become the mainstream form of social care delivery in Scotland, i.e. everyone eligible for support will be offered it • “Available to everyone but imposed on no-one” • For anyone eligible for support, e.g. older people, people with mental health problems, parents of disabled children, people with learning difficulties, physically disabled people

  20. How is SDS any different to what has come before? Focused on outcomes instead of outputs Changes to assessment Changes to the way budgets are calculated People will be told how much their budget is valued at 4 options for budgets Culture change
