2. 4. Main achievements of the period • Deepening of the relation within the OAS: IACHR Rapporteurship on the Rights of Children and Rapporteurship for Freedom of Expression; CIM; SARE; Committee on Migrant Issues • Agreements with: SOS Children's Villages International; Marist Confederation; Uruguayan International Cooperation Agency (AUCI) • Joint work with Global Movement for Children, REDLAMYC and the Hemispheric Network of Legislators and Former Legislators for Early Childhood • Strengthening of the Inter American Training Program - PIC

5. Eradication of violence in everyday life • Elaboration and validation of the Model Law to ban physical punishment against children and adolescents in everyday life. • Memorandum of Understandment with Canada to share the Program “Nobody’s Perfect”. • Elaboration of guidelines for the eradication of maras and gangs. Consult held in El Salvador, with participation of Guatemala, Costa Rica, Mexico. • Agreement with Marist Confederation to systematize regional experiences.

6. EarlyChildhood • 47 staff trained in 11 States. Technical Assistance in Paraguay, El Salvador and Uruguay. • Technical Assistance requests on attention to children deprived of parental care from Panama, Peru and Guatemala. An analysis and process of identification of “Good Practices” is coordinated with the IACHR. • Follow up to the National Plan of Paraguay.

7. Juvenile Justice System • Trained: 47 persons from 18 States. • Development of the document “General guidelines to reduce violence in the Juvenile Justice System” • Coordination with UNICEF to promote the application of non-custodial penalties.

8. Inter-American Cooperation Programme for the Prevention and Eradication of Sexual Exploitation, and Smuggling of and Trafficking in Children • 206 trained persons from: Mexico, El Salvador, Bolivia, Chile, Ecuador and Uruguay. • Integration to the Regional Action Group of the Americas (GARA), as technical advisor and permanent observer. • Integration to the Global Interagency Working Group (IWG) for the elaboration of the ““Terminology Guidelines for the Protection of Children from Sexual Exploitation and Sexual Abuse”. • The project on “Guidelines for the empowerment and protection of child rights on the Internet in Central America and the Dominican Republic”, implemented jointly with the OAS’ SARE with the support of the Spanish Cooperation.

9. Inter-American Programme of Cooperation to Prevent and Remedy cases of International Abduction of Children by one of their Parents AG/RES. 1691 (XXIX-O/99) - AG/RES. 2028 (XXXIV-O/04) • Strengthen and International Coordination of the Central Authorities of Costa Rica, El Salvador, Guatemala, Honduras, Mexico, Panama and Dominican Republic. • Sub regional Meeting of Central Authorities, held on Mexico and jointly organized with the Foreign Affairs Secretariat, National System for the Comprehensive Development of the Family and the International Centre for Missing and Exploited Children: (ICMEC) • 9th version in Spanish of the Inter American Course son IAC and preparation of the 3rd edition in English. • At the request of Honduras a Attention Guide for the restitution of rights of children and adolescents in Abduction situation and/or illicit retention by one of his/her parents in the administrative instance – DINAF

10. Migrant Children • Mapping of positive practices in migrant children and adolescents environments, specially the non accompanied. • Analysis of the protocols used by: Costa Rica, El Salvador, Guatemala, Honduras and Mexico taking as a reference the OC 21/14. • Coordination with the Committee on Migrant Issues to enhance the Inter American Program on the matter. • Dissemination and follow up of the OC 21/14.

11. Child and adolescent participation • Organization and co-organization of 7 activities with child and adolescent participation in Paraguay, Colombia, Chile, Peru, Uruguay, involving 421 children and adolescents of 17 countries of the region and Europe. • In agreement with Paraguay, 36 operators were trained from different public institutions. • The 2016 edition for the virtual course had 39 persons from 8 States. • Follow up on the Advisory Meetings and other child organization models in 10 States: Chile, Colombia, Ecuador, El Salvador, Peru, Uruguay, Paraguay, México y Dominican Republic and Chile.

12. Communication • Redesign of the Webs: www.iinoea.org y www.annaobserva.org, • Historic recuperation of the Institutional Bulletin; and the production, design and dissemination of the Bulletin IINfancia 1 and 2 in English and Spanish. • Increase of 70,46% of Facebook Fans, 67% of followers in Twitter and 15,90% of subscribers to our Youtube channel. • Regional Consultation with Children and Adolescents on the Protection of Childhood from Harassment and Cyber Harassment (Niñ@sur, Global Movement, Office of the Special Representative of the SG of the UN on Violence Against Children), realized videos: Niñ@Sur

13. Inter American Training Program (PIC) • 505 trained persons in 24 States: Antigua and Barbuda, Argentina, Belize, Bolivia, Brazil, Chile, Colombia, Costa Rica, Dominica, Ecuador, El Salvador, Granada, Guatemala, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, Saint Vincent and the Grenadines, Suriname, Uruguay and Venezuela. • The courses offer was triplicate. • Special courses were performed by request of Peru, Bolivia, Ecuador and Paraguay. • Actions to transfer capacity in training of human resources to Peru, Ecuador and Paraguay.

14. Technical Assistance Solicitudes made by the States between December 2015 and March 2017 • Colombia through MAPP offers the elaboration of a Plan for the social insertion of the adolescents that were kept by the guerrillas. The ICBF expresses its interest. Work agreement pendent. • Honduras- The Childhood Adolescence and Family Directorate of Honduras (DINAF). Technical support in the consolidation of a comprehensive protection system of the rights of children and adolescents. This includes the interchange of “good practices” regionally. • Mexico The National System of Childhood Protection of Mexico asks for assistance in the implementation of the National Protection System (specially the inclusion of childhood and adolescence participation and safe access to Internet). • Paraguay Through a Technical Assistance agreement asks the training of facilitators for the participation of children and adolescents process in a national level, the continuity of the accompaniment of the National Plan of Early Childhood and the technical support to the national meeting of CODENIS for its implementation.

15. Technical Assistance Solicitudes made by the States between December 2015 and March 2017 • Peru -As an answer to the observations made by the Committee of the Rights of the Child and in the opportunity of the presentation of the “Periodic Report”, Peru asked the IIN its support and guidance for: Human Recourses training, what is already in process; Elaboration of communicational products to promote the children’s rights; and the elaboration of a plan to consolidate adolescent organizations and promote their participation locally. • Uruguay- The National Human Rights Institution asks the IIN’s support in the promotion of a major use of application of non-custodial penalties in adolescents that commit violations of the criminal law; as well it asks to receive advise in the forms of participation of adolescents un the national consultations on different issues related to their rights. • As well the National Child and Adolescent Institute of Uruguay (INAU) asks assistance for the elaboration of a law project that institutionalize the Advisory Council of children and adolescents.
