Illicit Discharge Program • Response • Education • Enforcement • Remediation
Types of Illicit Discharges • Sewage spills • Car wash wastewater • Improper disposal of oil • Radiator flushing • Laundry wastewater • Spills from roadway accidents • Home repairs • Carpet cleaners • Construction
Automotive Service and Food Service Facilities Educational Site Inspection Program • Explain applicable regulations • Distribute & discuss BMPs and educational materials • Conduct a site walk-through to inspect for evidence of illicit discharges and educational programs for employees
Enforcement – What is a violation? • Illicit discharges • Nuisance • Contamination • Violation of receiving water limitations • Violation of order, permit or SWPCP • Violation of Municipal NPDES permit
The Big Three Basic Messages • Only rain down the streets & storm drains. • The storm drain system is different and separate from the sanitary sewer system. • Conserve water.
Catch Basin Stenciling Program DON’T DUMP DRAINS TO ARROYO
Submit NOI, SWPPP and monitoring plan to City Eliminate non-stormwater discharges Implement BMPs Implement monitoring plan Reinforcement of State General Permit Requirement
Pollutants of Concern • Heavy Metals – Cu, Pb, Zn, Cd, Ni, As, Se & Hg • Petroleum Hydrocarbons • Organics • Pesticides – Diazinon, Chlorpysifos, DDT & Dieldrin • Fertilizers • Sediments (construction) • Trash & Debris
Construction Concerns • Tracking and dragging-out sediment into the public rights-of-way where it can enter the storm drain system.
Best Management Practices • Cover and berm or move materials, processes, and equipment out of contact with rainfall or runoff • Prepare and comply with a Spill Prevention and Control Plan • Pretreat contaminated runoff for disposal to sanitary sewer system • Catch and treat contaminated runoff with a stormwater treatment system prior to discharge to storm drain
