Why visit colleges? • In response to the Innovation Strategy • To gather facts on what constitutes research in colleges • To determine areas of research, facilities, people, time, support, partners; and the • Impact on the community
NSERC Council’s decision • Is NSERC the right organization to help colleges? • Are other agencies (IRAP, Industry Canada, HRDC,….) better suited for this?
Principles to consider prior to supporting R&D • Agency needs additional funds • Provinces must be partners • New programs are required • Activities at the colleges must be in sciences and engineering • Students must be involved in advance training
New funding program would: • Accommodate a broad range of R & D activities • Provide funding primarily to buy faculty time • Include student support • Require excellence in what is supported • Be simple to administer
What would be supported and what wouldn’t: • Vague labels • Allow certain categories of work • Rule out other categories of work
Suggested funding Programs • Support the institution rather than individual faculty members • Centres of Expertise or Innovation
