147 academic higher education institutions 796 Ocean Sciences programmes 313B.Sc. 298M.Sc. 185Ph.D. and 13 other graduated and post-graduate programs. However, 65% of that capacity is concentrated in only four countries.

Progress on regional initiatives can vary considerably from one country to another as a result of the individual governance of the oceans in the country.
