  3. Introduction • Wes Young – Labor Relations Manager • Staff of 4.5 • We cover the 1375 square miles of the Nevada Test Site (NTS), North Las Vegas (NLV) facilities, and the Remote Sensing Laboratory (RSL) at Nellis Air Force Base under our Union contracts. Vision • Service • Partnership

Mission • Labor Relations serves to act as the primary point of contact for internal and external customers on labor agreement issues and all issues involving bargaining unit employees. • Teaming with the Southern Nevada Labor Alliance, the Labor Relations Department seeks to provide a highly qualified and competitive approach to maintaining and operating the facility for the Department of Energy (DOE). • The intents of the Alliance with which the Labor Relations Department interacts, is set out efficient working conditions, maintain harmonious relations, secure optimum productivity and eliminate delays in the work undertaken by the employer. Agreements • National Security Technologies LLC (NSTec) is signatory to seven (7) Project Labor Agreements (PLAs) from October 1, 2007 to October 1, 2012: • Construction • Maintenance and Operations • Tunnel and Tunnel Shaft • Firefighters • Paramedics • Culinary • 501 Maintenance Engineers Vision • Service • Partnership

Agreements (cont.) • The majority of work is covered under the Construction and M&O agreements. • These agreements identify standard “Boilerplate Article” provisions that apply to all craft. • Shifts, Transportation, Reporting time, Minimum Pay, overtime, Meal Periods, and other standard work provisions. • They also contain Appendices containing specific terms applying to particular craft. • Wage and Fringe Information, Safety Rules, Apprenticeship programs, Foreman differentials, Overtime rules, Hiring / Referral procedures Vision • Service • Partnership

Agreements (cont.) • The Construction Project Labor Agreement covers 16 unions: • Asbestos Workers - Operating Engineers • Boilermakers - Painters • Bricklayers - Plasterers & Cement Masons • Carpenters / Millwrights - Plumbers & Pipefitters • Electrical Linemen - Roofers • Electrical Wiremen - Sheet Metal Workers • Iron Workers - Sprinkler Fitters • Laborers - Teamsters Vision • Service • Partnership

  8. Agreements (cont.) • The M&O Project Labor Agreement covers 10 unions: • Boilermakers • Carpenters / Millwrights • Electrical Linemen • Electrical Wiremen • Laborers • Operating Engineers • Painters • Plumbers & Pipefitters • Sheet Metal Workers • Teamsters Vision • Service • Partnership

Agreements (cont.) • Other Agreements: • The Tunnel and Tunnel-Shaft PLA • Held with the Laborers’ International Union of North America, Local Union No. 872 • The Firefighters PLA • Held with the Teamsters, Local Union No. 631 Firefighters • The Paramedics PLA • Held with the International Association of Emergency Medical Technicians and Paramedics, Local Union No. R14-98 • The Culinary PLA • Held with the Culinary Workers, Local Union No. 226 • The Maintenance Engineers PLA • Held with the International Union of Operating Engineers, Local Union No. 501 Vision • Service • Partnership

  10. Agreements (cont.) • Work Subject to the Agreements • According to the Davis-Bacon Act: • “Covered” work is subject to the Construction PLA • “Non-Covered” work is subject to the M&O PLA Vision • Service • Partnership

Work Issues • The Labor Relations Staff administers Supervisor Training in the following areas: • Work Jurisdiction • Work assigned to specific crafts under each PLA are: • Based on established practices, safety, qualifications, economy and efficiency • Jurisdictional decisions are subject to: • 10 – Volumes • International Agreements Vision • Service • Partnership
