Education for democratic citizenship and human rights in Norway The education is supported by • Purpose of school in Norway • The core curriculum • The learning poster and quality framework • Curricula in Social subjects (history geography, social sciences), Norwegian, Religion, philosophies of life and ethics • A special curricula and time for work in and with students councils • BUT • From 2006 strong focus in Norwegian schools on basic skills (PISA), matematics, natural sciences and fremmedspråk Reasons for worrying?

Democratic awareness • In Norway we have choosed to call this democratic competnce – democratic awareness – • A good democratic citizen • support democratic values • has adopted and developed wanted attitudes • has obtained civic knowledge and skills • has the ability and will to engage activly in society – now and in the future

Main outcomes democratic awareness Norwegian students have a good democratic awareness because • they support important democratic values and expose concepts both of the traditionally and a more activ participating citizen • they have adopted and support attitudes giving strong support to womans rights, the rights of etnic groups and immigrants • most of the student have knowledge showing insight in the core of democracy and skills confirming ability in analysing and reasoning • many of them already reports engagement outside and especially within schools • they plan to participate activly in politics and civic life The democratic awareness is good compared to International ICCS-average, the average of other Nordic countries and compared to the CivEd study in 1999. Even if the students are very young and their responses are without obligation and are not identical with civic action in real life.

Relations and possible explanations • Open classroom climate correlates with knowledge (0,31) and interest (0,23) • Democratic participation inside school correlates with knowledge (0,32) and interest 0,23) • Mothers and fathers education correlates with knowledge (0,3/0,26) and interest (0,19/0,19) • Talking with parents about political/society issues correlates with knowledge (0,29) and interest (0,52)
