Storm Hardening Projects and Initiatives Vegetation Management – Transmission • 230kV ROW vegetation inspection & correction • Ground Inspections are 100% complete • Vegetation hazards identified have been corrected • 115kV ROW vegetation inspection & correction • Ground Inspections are 80% complete • Vegetation hazards identified are being corrected • On schedule to be completed by June 1, 2009 • 46kV ROW vegetation inspection & correction • Ground Inspections are scheduled to start June 1, 2009 • On schedule to be completed by June 30, 2009

Storm Hardening Projects and Initiatives Vegetation Management - Distribution • Mainline Annual Trim Schedule (MATS) • Feeder maintenance on 1/3 of the mainlines (3 year cycle) • MATS program completed (289 mainline miles trimmed) • Mainline Inspection & Correction Schedule (MICS) • Inspect & correct vegetation hazards on 2/3 of the mainlines • MICS program completed (527 mainline miles Inspected & Corrected) * 2009 Vegetation Maintenance completed 816 miles of Feeder Mainlines • Scheduled Annual Lateral Trimming (SALT) • Lateral maintenance of 1/6 of the lateral lines (6 year cycle) • 250(mi) completed of the 843(mi) scheduled for 2009 • Storm Hardening Annual Removal Program (SHARP) • Gulf’s 2009 SHARP program is on schedule

Storm Hardening Projects and Initiatives Inspections and Maintenance - Transmission • The complete transmission system has been inspected aerially once in 2009 (quarterly aerial inspection cycle) • Comprehensive walking/climbing (6 year program) • Commenced May 1, 2009 with scheduled completion in fall 2009 • Additional activities – • 63 structures storm hardened by installing additional guys (5 year program) • 63 wood cross-arms replaced to date (28% of 2009 goal) • 79 steel groundline inspections completed for 2009 (79% of 2009’s goal) • All wood groundline treatment inspections completed for 2009 (990 poles)

Storm Hardening Projects and Initiatives Inspections and Maintenance - Distribution • Distribution Pole Inspections • Completed 2nd year of an 8 year inspection cycle in 2008 • Contracted inspections to OSMOSE • Met target of inspecting 1/8 of wood poles on distribution system • Joint-Use Audit – Pole Strength Assessments • 2008 Pole Inspection Results (516 poles) • Met target of inspecting 516 poles, 1 failure due to loading - repairs completed • 2009 Pole Inspection Results (500 poles) • 500 poles currently being inspected - approximately 2/3 complete with 3 poles identified for replacement to date • Conducting Semi-Annual Third Party Attachers meetings • Face-to-face meetings in Pensacola and Panama City held in February 2009 with additional meetings planned for July 2009 • Annual Infrared Inspections • 100% complete

Storm Hardening Projects and Initiatives • Grade B Construction • Transition to Grade B Construction in January, 2008 • Training complete for all field personnel • Extreme Wind Loading Projects • Focus of these projects are interstate crossings and lines serving critical infrastructure facilities including fuel depots, hospitals, and sewage treatment facilities • Storm Hardening Plan as approved, identified 7 total projects for 2008/2009. As of April 20th, 3 completions, 2 under construction and 2 in the design phase.

Storm Hardening Projects and Initiatives • Third Party Attachers • Ongoing meetings with Third Party Attachers • Local Government Coordination - Participation in County EOC Hurricane Drills • Escambia County drill scheduled for June 2 • Santa Rosa County drill scheduled for June 3 • Okaloosa County drill scheduled for June 4 • Walton County drill scheduled for June 2

Summary – Gulf is Fully Prepared • On target with Transmission and Distribution storm hardening initiatives • On-going coordination with government, community groups, third party attachers, and other utilities • Storm Recovery Plan: • Proven and battle tested • Improvements based on lessons learned • Training and refreshers ongoing • Experienced Teams are ready if needed
