9. CERTIFICATION PROGRAMME: TERMS OF REFERENCE (1) Both manufacturers and applicators must be included in the certification process (no split responsibility)
Aggregate producers need to be included
Certification process must accommodate possible different designs
Procurement process for these products must be transparent to all stakeholders
10. CERTIFICATION PROGRAMME: TERMS OF REFERENCE (2) Certification must be for specific uses of the product and must highlight inappropriate applications
Quality management will be responsibility of manufacturer as well as applicator (either can be certificate holder)
Certification will be conducive to consensus w.r.t performance guarantee requirements – certification will be an adjunct to the performance guarantee
Certification will bring clarity on the durability or functional lifetime of the product.
The certification process must be as cheap as possible (size of SA market)
