Boisnard at CW4 in Marseille june 2003 Decided by SC11/CW5 in Berlin on December 9th 2003 “ Concerning the drift of the orbital plane, the SC agrees to study this possibility, enlarging the flight domain of the ascending node from 14.5 degrees to 6.5. It is understood that a final decision on the drift parameters (initial value of omega, time and speed of the drift) will not be needed much before the flight. “ Based on - list of principal targets - estimates of the straylight
