Probation Officer 3 September, 2008 You are Martin F.’s probation officer. He has just been released from prison after a three year sentence for serious sexual assault. You contact the Tenancy Officer to find him some appropriate housing, which should be in a place where there are no young women or girls.
Tenancy Officer 7 September 2008 After contact from the Probation Officer, you know that as a schedule 1 offender Martin F. should not be in close proximity to young women or girls, so you have placed Martin F. in an upstairs flat in a block of four – Green Lane Close. This seems fine, as the only woman in the flats is 73.
Leaving Care Social Worker 30 September 2008 Amy B. is a vulnerable 19 year old, who is about to leave care to live in the community. You have liased with the housing officer to find a suitable tenancy for Amy, following the joint protocol.
Housing Support Officer 8 October 2008 You have found a tenancy for Amy, 19, who is leaving care. You have placed her in a ground floor flat in a block of four that seems suitable. You know the elderly couple in the other ground floor flat and they are very pleasant.
Leaving Care Social Worker Monday 20 October 2008 You helped Amy move in and met the elderly couple next door who seemed very pleasant. Amy sounded happy and confident she would cope. You agreed that she could call you at any time, and that you would meet again next Tuesday, 28th, or earlier if Amy wanted to see you.
Connexions Mentor Thursday 23 October 2008 When you see Amy this morning to help her to think about getting a job she seems anxious and subdued, compared with last time you saw her when she was excited about moving out of care into a flat and getting a job. When you ask if anything is wrong she says she is fine, except that Martin from the flat upstairs seems to be watching her – he somehow manages to appear in the communal hall making sexual comments every time she comes in. When you ask Amy if she has told anyone, she says no, they might take her back into care. She says she’ll be OK; she’ll just ignore him.
PCT Smoking Cessation Clinic Friday 24 October 2008 Amy, 19, has been attending your smoking cessation clinic and so far has done very well. Today she tells you that she has gone back up to 30 cigarettes a day, due to stress. You know she has just moved out of care into her own flat, and comment that moving home can be very stressful. Amy bursts into tears and rushes from the room, crying ‘It would be OK if it wasn’t for that sex maniac in the flat upstairs’. She doesn’t come back into the session.
GP Monday 27 October 2008 You have just seen Amy, 19, in the surgery. She says she feels anxious and is having what she describes as panic attacks, and sleeping badly. She does seem distraught. On further exploration, she explained that she has just left care to live in a flat, so it’s all a bit strange. Also, Martin F., who lives upstairs, keeps accosting her in the communal hall, making sexual remarks. On your suggestion that she talk it over with her social worker Amy says she doesn’t want to as she doesn’t want to go back into care. She asks for Prozac, but you suggest referring her to the Primary Care Link Worker who will help her cope. She agrees.
Police Monday 27 October 2008 You have just received a 999 call from Amy B. who alleges that she has been raped. When you arrive she accuses Martin F., who lives upstairs. You know Martin F is a schedule 1 offender. and you cannot understand how he came to be living in the same block of flats as a vulnerable young woman.
