Social Inclusion of Victims of Trafficking (VoT) The German EQUAL-Development Partnership MORE Rossitza Dikova (ISKRA) / Philipp Schwertmann (IOM) Funded by the Federal Ministry of Labour and Social Affairs and the European Social Fund
What are the aims of DP MORE? • Vocational training for VoTs to end vicious circle of trafficking • Raising awareness campaigns addressed to the broad public, Law enforcement agencies, but also amongst clients of prostitutes • Strengthening national networks of counter trafficking NGOs
New Paradigms in the work with VoT: • Not: I know what is good for you, but: I will help you to decide by yourself what is best for you regain the control over your life (empowerment) • Not: Stigmatization as VoT („Victimization“), but: social integration and information on topics like labour migration, health, education (in order to promote socio-economic inclusion)
Access to VoTs is difficult as they are clandestine • Alternative approaches of specialized counselling centers (contact through street work accompanied by a physician) • awareness raising among broad public, police (exhibitions, courses) • monthly round table for suitors • VoT counselled within immigration counselling
Effective support requires transnational networks • Data base of specialized counselling centers in CoO (Strengthening of transnational networks!) • Development of a data base about labour markets in CoO • Vocational training up to the labour market demands in CoO
VoT get residence permit for the duration of penal procedure only • Short term qualification modules • Adressing traumatization by building up self confidence • DP strongly advocates a permanent residence permit
