Public procurement is extensive • The value of public procurement is expected to be about 500 billion / year -> large market • Business opportunities for all businesses - large and small! • In our region of Dalarna, the value is about 3 billion per year only from only our communities!
Small businesses are important • Small businesses (0-49 employees) constitute 99% of all enterprises in Sweden • Small businesses are important for competition in public procurement • The small businesses create better opportunities for good purchasing for the public sector
Potential for more small businesses to participate in public procurement • Our report "Public contracts – something for small businesses?" (July 2011) shows that 27% of small businesses are involved in public procurement. This is the same level as three years ago. • Almost 75% of the small businesses appears to be operating in areas where there is public procurement -> potential exists for more participating! • This means business opportunities for individual small businesses
What is the main reason you are not participating in public procurement?
Requirements definition is important • Trouble and supervisory matters for small enterprises to participate in public procurement • Irrelevant requirements have the effect that many small businesses fail to submit bids. • Important with relevant and proportionate requirements based on the subject matter of the procurement
What should the public sector observe? • Public procurement is a strategic function • Communicate information on procurement - eg on the website, local newspapers • Do not make the contract documents more complicated than necessary • E-procurement can help • Formulate relevant and proportionate requirements • Follow up purchases after the contract completion • Makes it possible to bid on parts of procurements • Inform the market and create dialogue
