Is there a specific authorization procedure for the granting of recharging places? Until now, there are only 5 pilot projects for the granting of 1000 new recharging places in Rome, Milan, Naples, Bari, Catania, Genoa, Bologna, Perugia, in some municipalities in Emilia Romagna and Lombardy and at certain bigger supermarkets 1
Is there a specific authorization procedure for the granting of recharging places? • 221 public recharging places have been already realized • The pilot projects will last until 31st December 2015 • The “Autorità per l’Energia Elettrica e il Gas”, i.e. the “Agency for the Electric Energy and the Gas” (AEEG), had to authorize the participants of the pilot project (Decisions ARG/ elt 242/10, and 96/11) 2

Is there a specific authorization procedure for the granting of recharging places? • The authorization to the construction of the recharging places depends on the regulations issued by the single municipality where the construction is planned • As regards the connection procedure: in case the recharging places need a voltage inferior or equal to the voltage authorized on site, no particular authorization to the connection is required 4
Is the recharging of electric vehicles considered as supply of electricity or not? • The recharging of electric vehicles is considered as supply of electricity • In May 2010 the AEEG set new rules and tariffs for the recharging of electric vehicles • Now it is possible to have a second point for the electric power supply in a private residence in order to recharge an electric vehicle 5
How is the principle of “the customer is free to purchase electricity from the supplier of his choice” implemented? • The Directive 2009/72/EC of The European Parliament and of the Council of 13 July 2009 concerning common rules for the internal market in electricity, which allows the customer to choose the supplier he purchases electricity from, was implemented in Italy: Legislative Decree 1-6-2011 no. 93 6

How are the electricity tariffs set for electric vehicles? • New tariff for the recharging of electric vehicles • Specific tariff for the customer depends on the chosen supplier/offer • Current tariffs for the transportation and measurement of the energy to recharge electric vehicles in public places are established by the Decision of the AEEG 29 December 2011, ARG/elt 199/11 12
Is there any priority given to generating installations using renewable energy sources while recharging? • The system “smart grid” will be implemented in the Italian system of providing electric energy • Parked electric vehicles’ batteries could be used to storage electric energy in order to limit the risks of unpredictable energy sources, such as fotovoltaic 13
Certain information regarding electric vehicles in Italy • Until September 2011 only 103 electric cars were registered in Italy • There are a few projects in Italy for the diffusion of electric vehicles and recharging places, such as the “e-mobility Italy”, which is a joint-venture between Enel Distribuzione SpA and Smart: the project provides for the distribution of 100 electric vehicles recharged by 400 recharging places in Italy. 14
