1. General Objetive Characterize possible areas of cooperation, based on the analysis of the convergence of the health agenda of PAHO / WHO, ACTO UNASUR and South American countries.
2. SpecificObjectives Identify the thematic lines of cooperation in health developed by PAHO / WHO, UNASUR and ACTO; Analyze the environment agreements and understandings between these agencies over the past five years; Define the main strengths, vulnerabilities and best practices on cooperation established by PAHO / WHO, UNASUR and ACTO; Generate recommendations that contribute to joint and harmonized these three agendas.
3. Forces • Strategies and models of international cooperation • Political and strategic guidelines of the institutions. • Relationships are established between the states. • International commitments signed. • Ability of countries to implement these agreements.
4. Identification of tensions / Map of actors in the agendas / region / country • Who may affect and be affected by different policies, programs or projects to be implemented? • Assess the level of hierarchy, power and influence of the different actors involved. • Identify key stakeholders, interests, frameworks and resources sensitization The stakeholders are made aware of the cooperation agenda identification Recognize the possibility of a change in their around interpretation The actors involved make sense of the issues on the agenda resolution Creating consensus? The possible convergence? Positioning Adoption of a place with respect to this agenda
