NCO Functionality • Demand signal push / pull from the network • Ad hoc formation of local COIs • Network relay and gateway • NLOS reach back • Over-horizon reach-back for self and other COI nodes • Cooperative support • Hand off own resources to another entity in need • Hand off resources to be relayed through one or more intermediaries • Accept resources from another entity • Accept resources that have been passed through one or more intermediaries • Serve as a provider, consumer, relay and resource “extender” for increased flexibility, responsiveness and operational effectiveness
Key Observations – OEM Perspective • S&RL vision well defined • Much can be leveraged from NCO concepts • Composeable “Communities of Interest” • Logistics related functionality • NCL capability / data interoperability metrics • Must start by net enabling entity interoperability • Gateways are key to allowing participation by legacy systems • Progress is being made on a program by program basis • Only about 20% of the platforms are net enabled • Fewer still are net logistics enabled • Barriers remain in establishing common systems that extend across multiple platforms, multiple services, coalition communities Interoperability & Process Commonality – S&RL enablers for Joint / Coalition capabilities
Summary • S&RL opportunity space is tremendous • Alignment of Government & Industry is essential to S&RL… • Shape policy • Define standards • Develop concepts • Integrate technologies …yet very challenging • Good progress on all fronts-- still way to go - Government / Industry Partnership -We have the vision and are pulling in the same direction
