Jonathan Coe South West RDA What are we trying to achieve? A Regional Perspective
Outline: • The Prize • Issues, opportunities and Challenges • The ‘Ask’ • To Government • To the Region
The prize • Improved evidence • Improved understanding • Improved targeting of activity • Public sector support making more of an impact on securing : • Sustainable Economic Prosperity across the South West
Issues; Opportunities, Challenges • Consistency • Ensuring a consistent evidence base that can be used to steer strategy and delivery at local, sub-regional, and regional levels
Issues; Opportunities, Challenges • Capacity • Ensuring Authorities have sufficient capacity/resources to deliver • Pooling resources where possible through existing infrastructure – esp. SWO and RIEP SW
Issues; Opportunities, Challenges • Common ownership • Securing buy in from other public bodies, Business, Third Sector, Public(?) • Availability/quality of data • At regional/sub-regional/local level • Allsop implementation and beyond
Issues; Opportunities, Challenges • Economic geography • does not follow administrative boundaries • how should this be reflected is this reflected in the local economic assessment process (and at regional level)?
The ‘ask’ : Government • Provide clear framework for development of assessments, setting out minimum requirements in respect of • ‘core’ areas / indicators • stakeholder engagement • timing
The ‘ask’ : Government • Allow for development of cross boundary assessments where appropriate – e.g. in MAA areas • Build on what already works • Endorsement of bodies that can support this process – Observatories; RIEPs etc.
The ‘ask’ : Ourselves • Be willing and able to : • agree a consistent approach • pool resources and analysis where appropriate and cost effective • recognise need for prioritisation at regional level • Establish clear expectations on all sides as to how the assessments will be developed and used
Final thought… “Nothing great was ever achieved without enthusiasm.”(Emerson)
