  3. “In accordance with with federal and state law, the local IEP may address the individual needs of each English learner with a disability using multiple criteria…” p. 21 CELDT 2012-2013 Guidelines

  4. Federal Guidelines as it relates to ELs in Special Education • Assessments with pupils of limited English proficiency shall be administered in thechild’s native language or mode of communication, unless clearly not feasible todo so (EC 56320, EC 56001) • No single procedure is used as the sole criterion for determining an appropriateeducational program for an individual child (EC 56320, EC 56001)

Primary Language Assessment Criteria • In keeping with the research of Ortiz, Genesse, Damico, Hamayan, Sanchez-Lopez, Garcia, Marlar, Rueda, Gottieb, Cummins: Assessment of Language Proficiency using an Objective Assessment Instrument in L1 and L2 across all language domains as determined by the IEP
