Approach to implementation (1/2) • Contribution to development of ADQ IR • Creation of national AIS platform : • Civil AIS, Mil AIS, data originators, BCAA • Organization of awareness workshop : • Inform all Annex 14 certified aerodromes • Identification of necessary changes to national legal framework to make implementation possible • Lining up with ICAO Annex 15 amendments and EU legislation (SES, EASA) Erika BillenBrussels, Eurocontrol, 28-29 May 2013 3

Approach to implementation (2/2) • Contribution to ADQ RWG : getting better understanding, sharing views, tackle issues in a common effort • Contribution to Eurocontrol Specifications (eAIP, single AIP, Data Quality Requirements, Data Assurance Levels, Aeronautical Data Origination, Aeronautical Information Exchange Model) • Preparation of call for tender for obstacle database (aerodrome part and area 1 State part) • AISP action plan for implementation of ADQ • Participation in e-TOD WG Erika BillenBrussels, Eurocontrol, 28-29 May 2013 4

Lessons learned • Involvement of ALL affected parties (originators, aerodromes, AISPs, legal service, budget service) • Taking the lead in facilitating the communication between affected parties • Investment in understanding deeply the content and the work to do and taking into account the impact on affected parties • Investment in public relations • Never forget the final goal : improve safety by better quality of data and information Erika BillenBrussels, Eurocontrol, 28-29 May 2013 5

Difficulties / Concerns • Complexity of the matter and subsequently difficulty to feed-back towards political decision making level • Necessity to adapt out-of-date national legal framework • Limited resources and budget to pay obstacle database and other actions to implement ADQ IR Erika BillenBrussels, Eurocontrol, 28-29 May 2013 6

Oversight • Before July 2013 • Ongoing oversight audits are not yet focused on the ADQ IR • A follow up of the ADQ Implementation Plan is performed (voluntary partnership between the AISP and the BCAA) • After July 2013 • ADQ IR will be integrated in the general ongoing oversight program Erika BillenBrussels, Eurocontrol, 28-29 May 2013 8

  9. Audit practices – Oversight Methodology • The same methodology is applied as for the safety oversight of ANSPs. The verification process consists of 2 non-overlapping phases : • A document review to verify that the arrangements established by the applicant cover and meet the requirements, at least in theory • An on-site audit to verify that the arrangements established by the applicant are actually implemented and applied in practice. Open issues on international level • The oversight of Data Originators other than AISPs is not yet integrated in the national legal framework : roles, responsibilities, who is competent authority ?(e.g. NGI, aerodrome surveyors, military surveyors contributing to collection of civil AIS data) • Oversight of non-national counterparts in the data chain : impossible to regulate non – Belgian parties on national level • Implementation of eTOD together with ADQ IR not easy to handle for individual States alone • => Urgent need for an international approach : internationally binding legal material to cope with these issues (EC, EASA, FAB, …) Erika BillenBrussels, Eurocontrol, 28-29 May 2013 10
