HIGHWAY INSPECTION CRITERIA • All roads are inspected at least twice a year. • The intervention criteria identifies all trips on the footway over 25mm to be actionable • and • all potholes over 50mm in the carriageway. • Normal response times are “within 28 days” however where is an immediate danger to life and limb these are reduced to 2 hr and 24 hr. • 100% of all 2 hour and 24 hour responses are now completed within timescale. • Within a year of Urban Vision’s creation an inspection regime was set up to inspect every minor works job carried out. Deficiencies are also picked up by the Safety Inspector at the next routine inspection (1 month / 3 months / 6 months).
FAULT REPORTING • Emergency and urgent works (2 hour / 24 hour) are handled via the call centre. Remaining works are organised into area batches. • All customer reports are logged via the Customer Services module within Confirm. • Customer feedback for all enquires is recognised as being an an important issue. • Although public satisfaction surveys are now carried out as part of the capital programme this has not yet been extended into revenue works.

STREET LIGHTING • The response time for street lighting faults is “within 5 days” • Inspection service provided by an external contractor since October 2005. • Inspection regime is a twenty-day cycle from April to the end of September and a ten-day cycle from October to the end of March. • Outages are sent electronically to Highway Services by 10-00am on the following morning. • Faults are then batched and allocated to repair teams. • When Urban Vision was formed the average response time was 10.2 days consequent improvements have reduced this to below 5 days. • Confirm system is now being cleansed which should yield further benefits.
ILLUMINATED TRAFFIC SIGNS • Historically the maintenance of illuminated traffic signs has been under funded. • Existing “burn to extinction” policy relies heavily on fault reporting by members of the public. • Urban Vision believe that this does not provide best value. • The preparation of a full data set including the type and location of signs is currently underway. • Much of this work has now been completed and Urban Vision will shortly switch the maintenance regime to a cyclic schedule. • Cycle time will be determined by the existing budget.
