  2. Introduction • ‘Dynamic RAN Power Management’ stage 1 Requirement is discussing in TSG-S. Huawei has submitted A30-20110124-006r0 to describe the possible impact on IoS specification. • If source AN has reduced or shut down power completely, it may notify its neighboring AN(target AN). If AN does notify the current power saving state to target AN, it should notify target AN when it return to normal power state. • The target AN may take action base on the power management state of source AN, for example, update neighbor list or even coverage compensation, but these are not ruled in IoS specification. IoS messages Source AN Target AN Time a Axx-Power Management Notification Axx-Power Management Notification Ack b After the source AN changes the power management status of a carrier or cell, the source AN may send a Power Management Notification message to target AN. The detail trigger reason of source AN is out of the scope of this specification. Determining which AN is the target AN is implementation dependent. Target AN should response a Power Management Notification Ack message to source AN. Page 3

IoS messages Source AN Target AN Time This message should include: Power Management Mode Sector Information a Axx-Power Management Notification Axx-Power Management Notification Ack b Power Management Mode: Mode 1: Return to normal power state; Mode 2: Power reduced state; Mode 3: Power down state. Sector Information: Format 1: PilotPN+Channel: means the power management state has changed for a specific Channel. Format 2: PilotPN: means the power management state has changed for all the Channels in the same PilotPN. Page 4
