  1. Grid Interconnection SCE Efforts To Expedite Interconnection Of Additional Generation

  2. Interconnection Process • Complete Application • Execute System Impact Study Agreement • System Impact Study • Execute Facility Study Agreement • Facility Study • Interconnection Agreement • Assigned Project Coordinator for Each Project

  3. Interconnection Request • Letter to SCE with the following information: • Identity, address, telephone number and facsimile number of applicant • Interconnection point • Maximum amount of interconnection capacity • Proposed interconnection date • Electrical location of generator and ultimate load, if known • Deposit, if required • Provide technical data for project (blank data sheets available upon request)

  4. Executive Order D-26-01 • For peaking and renewable power plants on-line by September 30, 2001 • Complete Interconnection Study within 7 business days after complete request and signed study agreement • Identify general electric system impacts and possible mitigation measures • Based on power flow and fault current studies • Additional studies may also be required after completion of 7-day study • Interconnection Agreement can be signed after 7-day study • Generator assumes responsibility for additional impacts if identified

  5. Additional Efforts to Expedite Interconnection • Initiation of engineering, design and procurement in parallel with System Impact and Facilities Studies • Consolidation of System Impact and Facilities Studies under one agreement • Use of SCE equipment inventory or reserved manufacturing space (if available) • Allow early connection of generators where problems not expected • Allow early operation prior to other projects with earlier queue but later operating date

  6. Ways Generator Can Help Expedite Interconnection • Submit complete information with application • Including technical machine data • Submit applications as early as feasible • Sign and return all agreements and other items in less than allowed times • Reduce or eliminate project changes • Although limited changes are accommodated, changes may delay or require re-work of studies • Changes may also impact subsequent generators in the queue

  7. Interconnection Request Status • 61 active requests, totaling over 20,000 MW • 20 requests for operation by Summer 2001, totaling 1665 MW • Interconnection agreements completed with 11 generators, totaling 634 MW

  8. Additional Information / Contacts • Interconnection Requests (Wholesale Generation) • Wes Williams • Project Manager, Grid Interconnection and Contract Development • Phone: (626) 302-9615 • Fax: (626) 302-1152 • E-mail: Weston.Williams@sce.com • SCE’s FERC Interconnection Tariffs • www.sce.com/005_regul_info/index.shtml
