GENERAL FUNDING REQUIREMENTS • American Association of State Highway and Transportation Officials (AASHTO) standards and other applicable design standards must be followed. • Federal participation for eligible projects is normally 80% with the local government providing the remaining 20%. • Deposit Required • AHTD Project Phase Assistance
SURFACE TRANSPORTATION PROGRAM • Eligibility – • Cities with less than 200,000 Population • Functional Class above Rural Minor Collector • Maximum Federal Aid – • $1,000,000 per Roadway Project • $ 350,000 per Signal / Intersection Project • Local Agency Responsible for Costs Associated with Right-of-Way Acquisition and Utility Relocation • Local Agency Responsible for Maintenance of Signal upon Completion • Annual Allocation – • $2 million for Roadway Projects • $2 million for Signal / Intersection Projects
BRIDGE REPLACEMENT/ REHABILITATION PROGRAM • Eligibility – • Bridges on any Public Road • At least 20’ in Length • Replacement / Sufficiency Rating < or = 50 • Rehabilitation / Sufficiency Rating < or = 80 • Functionally Obsolete or Structurally Deficient • Maximum Federal Aid – • $1,000,000 per Bridge Project • Annual Allocation • $2 million

TRANSPORTATION ENHANCEMENT PROGRAM • Eligibility – • Must be Related to Surface Transportation • 12 Categories • Right-of-Way and Construction Activities Only • Engineering Services (Design and Inspection) are Not Eligible for Transportation Enhancement Funding • Any Area of State • Federal Aid – • Maximum $400,000 per project • Minimum $ 16,000 per project • Application Periods are at the Commission’s Discretion
RECREATIONAL TRAILS PROGRAM • Eligibility – • Must be Related to Surface Transportation • 12 Categories • Right-of-Way and Construction Activities Only • Engineering Services (Design and Inspection) are Not Eligible for Transportation Enhancement Funding • Any Area of State • Federal Aid – • Maximum $400,000 per project • Minimum $ 16,000 per project • Application Periods are at the Commission’s Discretion
SAFE ROUTES TO SCHOOL PROGRAM • Eligibility – • 2 Categories • Infrastructure Improvements • Educational Programs • Must be within 2 miles of a K-8th Grade School • Project must have a Strong Educational Component • Federal Aid – • Maximum To Be Determined • Minimum To Be Determined • Application Periods are at the Commission’s Discretion
HIGH PRIORITY PROJECT PROGRAM • Specified in the Law as Earmarked Funds • Obligation Limitation • Funds Distributed Annually • AHTD Responsible for Administering Funds • Local Agency is usually Responsible for Design • WARNING - In order to be eligible for cost reimbursement, formal Federal and State Agreements for the project or phase of the project must be obtained before costs are incurred.
